Research On The Performance Evaluation Of Local Government Based On The Perspective Of Service Oriented Government

Government performance evaluation is an important part of government management.The comprehensive government performance evaluation system is conducive to improve the efficiency of government and establish a good government image.Western developed countries started to study on the government performance evaluation from the beginning of the 20th century,and has achieved very rich theoretical basis and practical experience.In contrast,China’s government performance evaluation research started late and still in the initial stage,there are many unreasonable problems.The construction of service-oriented government is the inherent requirement of the reform and management of local government at all levels in China,which is an important guarantee for the construction of socialist harmonious society.Today,the traditional government performance evaluation has been unable to meet the requirements of service-oriented government construction,there is a strong problem of GDP-oriented,lack of theoretical evaluation of government performance,index weight is not objective,and China’s current development situation is not consistent with this issue Restricting the pace of government reform in China.It is precisely because of this,China’s urgent need to establish and improve the service-oriented government can promote the performance evaluation mechanism,and thus promote the construction of service-oriented government.Therefore,it is very important for us to construct a scientific and comprehensive evaluation system of local performance that is in line with China’s national conditions.Based on reading of related literature,this paper clarifies the relevant theories and research methods of performance and government performance evaluation.Combined with the elements of the framework,we choose the economic development and social progress.At the meantime,we also choose the people’s livelihood improvement and sustainable development which based on government priorities.The above four dimensions constitute the first-level indicators of this paper.Based on the structure of"target layer-criterion layer-index layer",this paper started from the four dimensions and selects 35 representatives,constitute the index system of this article.Using the method of gray correlation analysis,entropy method and gray correlation analysis method based on entropy method to measure the performance of the local government performance situation in 2010-2014 between the 11 cities of Shanxi province.The results of the three methods are compared with the results of the annual assessment of county economic development in Shanxi Province,and we found the gray correlation analysis based on the information entropy method is the best method in this paper.By analyzing the measurement results,it is found that the overall performance of local government in Shanxi Province is better and better,it was on the rise from 2010 to 2014.Among them,the scores of Taiyuan and Yuncheng were higher,while the scores of Datong,Yangquan and Xinzhou were lower,which indicated that the local government performance in Shanxi Province was "central and southern regions is better than the north area".According to the analysis results,this paper puts forward some suggestions at the end:for the Shanxi provincial government,it should implement the relevant notice,combined with the actual situation to improve the assessment system;and it can carry out the strategy of "first development,second development",promote regional coordinated development.For the local governments,they should find weaknesses,grasp the focus,enhance the level of performance comprehensively.
