Objectives:Aim to analyze the system of performance assessment running in. a second-class hospital, and further analyze the achievement, the experience, the problem, then suggestion will be available to perfect the system of performance assessment after one year's implementation. Then new performance assessment system is built up to perfect the old system.Methods and materials:This study contains four parts, literature searching, questionnaire investigating, expert interview and Delphi Technique. The first one is the literature searching, by the key words "the system of performance assessment for departments in a hospital" in wanfangdata website to retrieval the informative articles that relating with it. Secondly, the questionnaire investigating is separated in two parts, one is to make investigating in the staffs of one second-class hospital; the other is by doing questionnaire for each section director and the member of assessment team to know their understanding, expectation and value of performance assessment system. The third is to organize an expert meeting for each section director, vice section director and assessment team of one second-class hospital, to know their opinion of the achievement, the experience, the problem of performance assessment after one year's implementation. The last but not the least is Delphi Technique, by doing three rounds inquiry for 15 experts that selected from each section director and vice section director in one second-class hospital. The first round is the selecting of performance assessment index. The second round is the confirmation of each index weight. The third round is the reconfirmation of each index weight. Then new performance assessment system is built up to perfect the old system. Results:The selected second-class hospital is one district general hospital in Shanghai and started to implement performance assessment system in January 2008, as performance assessment system has implemented in many domestic hospitals. The hospital sets up special assessment team and follows up the five rules to build up performance assessment system, including fare, justice and opening; science appraisement; handy and easy to operate; focusing performance; categories and gradation. The performance assessment system is mainly including the examining of each section by hospital, examining of individual employee by hospital, examining of section director by hospital and examining of individual employee by each section. The results of examining will link with engagement, rewords and punishment, training. The selected hospital has implemented the performance assessment system for one year, from January 2008 to December 2008, and got some achievements and experience, also some problems. The staffs are satisfied with the performance assessment system, but some problems is still existing, like focusing on economic excessively, assessment content opening not sufficient and assessment result opening not sufficient etc.15 experts that selected from each clinic section director, vice section director and assessment team has done Delphi Technique. The standard is average arithmetic and variation coefficient, the filter standard is arithmetic is above 7 and variation coefficient is less than 0.35.4 first level index and 60 second level index is got by the first round selecting index of clinic performance assessment system,'and 9 index of society economic benefit is selected as the new index. The weight of 4 first level index and 60 second level index is calculated in the second round consultant. By treated with normalization method, the weight is confirmed in the third round. Then new performance assessment system is built up to perfect the old system.Conclusion:The staffs are satisfied with the performance assessment system, but some problems is still existing, like focusing on economic excessively, assessment content opening not sufficient and assessment result opening not sufficient etc. By three rounds Delphi Technique, 4 first level index and 60 second level index is got,9 index of society economic benefit is selected as the new index and the weight is confirmed. Then new performance assessment system is built up to perfect the old system.
