Water and land resources are not only the base of living and developing, but also the indispensable nature support factor for the sustainable development of ecological environment. With the rapid increase of population, fast development of the social economy, and the improvement of the people's living standard, the requirement of the quantity and quality of water and land are becoming more and more important. However the available resources are limited. The intensive contradiction between supply and requirement becomes one of the severity obstacles to the social development.With the guide of the landscape ecology, the water resources theory and the land resource theory, the water demand forecast and the utilization water-land resources are discussed in this paper. On the basis of analysis the method and classification of water demand forecastion,this paper has discussed the gray model and the support vector return model in deeds in the water demand forecasting. And we take the ecology area of Guang Yuntan as the example. The water-land resource optimization distribution in this region has been studied. The distribution of the water-land resource obtaining the best benefit promotes in coordinated development of Guang Yuntan's society, the economy, the environment, and realizes the sustainable development. Concrete content as follows:1. From the investigation in past year situation of social economy of Guang Yuntan, the basin water resources, the water resources use development, as well as the sewage discharges, certain questions which in the research area development use exists have summarized, And the investigation provided a realistic support for the distribution of the limited water-land resources in the research area.2. On the landscape ecology concept, it compared the differences between tradition ecology water and landscape ecology water.3. Through the principle, method, and classification of the water forecast, the principle of gray model and the support vector return model have been discussed in the data base of the ecology water volume of Guang Yuntan during past years. The result testified that the improvement support vector model obtains the better effect.4. There were many works discussed in the water resources and the land resource separately. But no more researches studied two subjects together. In this paper, we take the water- land resources as a whole. Through the multi-goals optimization model and the landscape health assessment evaluation system, the water-land resource allocated proportion model was proposed under the benefits unifications principle of society, economy, andenviroment.
