Rational allocation of water resources can promote the rational utilization of water re-sources; relieve the contradiction between water supply and water demand of basin or region. At the same time, rational allocation of water resource can also mitigate the competition situa-tion between ecological and economic water using; promote the coordinated development of ecological system and economic system. As the important research means and tools of ration-al allocation of water resources, water resources allocation model is one of main parts of the water resources allocation decision support system. The rationality of the model will directly affects the result of allocation, and then affects the decision made by decision maker. There-fore, the research on water resources allocation model has a very important practical signific-ance.This paper based on the periodic law and uncertainty of incoming water and water de-mand, holds the point that in order to improve the rationality of the allocation scheme, the wa-ter resources allocation model’s decision must be made under environment constituted by the periodic law and uncertainty of incoming water and water demand. According to the research goal, this paper conducted the following research and gets some conclusions.First, the paper put forward the water resources allocation method based on the periodic law and uncertainty of incoming water and water demand; building the water resources allo-cation model based on the incoming water and water demand’s periodic law and uncertainty.Second, give an application of the water resources allocation model based on the period-ic law and uncertainty of incoming water and water demand in Haihe river basin. The results of allocation shows that under the condition of South-to-North Water Diversion only supply the water demand of urban living and production, Haihe river basin still cannot reach the bal-ance of supply and demand in2030.Last, use three different kinds of water resources allocation optimal model in the water resources allocation of study area in Haihe river basin. Analysis the influence of periodic law and uncertainty of incoming water and water demand to the result of allocation based on the effects of each kind of allocation model. According to the analysis, the paper holds that the water resources optimal allocation model based on the periodic law and uncertainty of incom- ing water and water demand can make the simulation more realistic, and can improve the ra-tionality of the results of water resources allocation.
