Water is an origin of life, a material basis for human existence and social economic growth, and a principal guarantee for the sustainable development. However, with the rapid economic progress, water shortage has become one of the main factors that restrian regional economic development. The effective way to solve this problem is to reallocate water resources optimally, and study on such reallocation plays a vital role in promoting the sustainable development of regional society, economy and environment.According to the actual conditions,this paper analyses the characteristic of water resources, present situation and existent problems of water supply and demand in Yancheng city;and elaborates that it is necessary to strengthen the study on the optimal allocation of water resources and water resources utilization for enviroment conservation is important in regional economy development.Guided by macro-economic theory, this paper attempts to predict the tendency of Yancheng macro-economy by several ways such as power function, gray prediction,and time sequence. On this basis, the paper offers a wholesale prediction of water demand at this four aspects in four defferent years,which is used for the supply and demand balance calculaition of water resources.This paper gives a special discussion of eco-environmental water requirement of Yancheng city. At flrst,it clarifies the concept of eco-environmental water requirement and analyses the basic functions and features of eco-system and its problems in Yancheng. On this basis, this paper discusses the basic contents and calculating methods of eco-environmental water demand in Yancheng , and finally provides a preliminary calculation of eco-environmental water requirement of Yancheng.In view of sustainable development and based on the theory of water balance, the paper analyses the formation of water resoures system of Yancheng and establishes a dynamic simulation model for water resources. With hydrologic statistic data of the selected typical years, the dynamic simulation of water system is carried out. Under this process, the paper analyses how Yancheng is confronted with water shortage under the various projects, contrasts the effects of these projects , thus proffers a project tooptimal allocation of water resources which is in accordance with water conservancy planning of Yancheng and lays a foundation for research in this respect for Yancheng.
