In order to reach sustainable utilization of water resources and raise water resources management level in Huaihe basin, and solve the contradiction between water users from upstream and that from downstream, and among the water users from different provinces in the watershed, the water allocation for the region of main stream and its branches of the upper and middle reaches in Huaihe basin is preliminarily studied in the paper. For harmonious coexistence between man and water, man and nature, the eco-environment water demand is considered for the water allocation study in the region, and some new model is also used for it. Through a lot of statistic analysis for observed and investigated data, the water resources, including water quantity and water quality, and its utilization situation in the studied region are calculated and deeply analyzed. Then the inflow at different year for the controlled sections or stations, and the planning inflow, including elimination of water consumption, for different type years at the controlled sections or stations in the main stream and its principle branches, especially sections at the border of different provinces, are calculated. In the eco-environment water demand, the method of Tennant, the SP water quality model are used to calculate base flow and river environment water requirement respectively, then a comprehensive minimum eco-environment water demand based on above mentioned single water demand is proposed and used. At final, a recently developed water resources Share Vision Model is applied to do the water allocation scene simulation, then a rational water allocation schemes is worked out which is basically same as the recent water use situation by different provinces. The study is useful for the Huai River water resources management.
