Study On The Water Utilization Allocation Of Shaanxi Province Of Yellow River

Yellow River is the second large river of China,but it is short of water resources.Along with the population growth and the social economic development,the crises of water utilization like water interception and pollution exacerbation appeared,following the more and more outstanding contradiction between water supply and demand.Thus the establishment and perfect of water rights system,the perspicuity of water rights will be benefit for the unified allocation of Yellow River,and the water resources management change from extensive to intensive,it will also contribute to the improvement of water utilization ratio,the coordination of water utilization contradiction between each administrative region in the Province,the implementation of the sustainable utilization of Yellow River,and the sustainable development of the society,so that the research of this have important meaning for scientific research and application value for productive practice.The thesis combines with the subject 'the water-taking permit index refining of Shaanxi Province of Yellow River',and the water utilization allocation of Shaanxi Province of Yellow River is studied systematically in the paper.The main contents and conclusions of the paper are as follows:(1)The principle s and methods of river water-taking right allocation B egin with the concept of water rights,the features of river water-taking right are studied, and the main factors about the allocation of river water-taking right are considered.Based on this,the guide idea and principles of river water-taking right allocation are put forward.The principles contain five aspects,which are value the history,existing state and future proper demand principle,equity principle,efficiency principle,priority principle and remain residue principle.(2)The model of river water-taking right allocationWater allocation and proportion methods are combined for the allocation of river water-taking right.First,the mathematical model of water-taking right allocation is established using the Analytic Hierarchy Process.Computing by the model,the general planning of water-taking right allocation is gained.Second,fundamental tenets of Delphi are applied.Some experts are invited to judge the expected value of water allocation for each district in the province of the basin.A recommend planning is formed after the analysis of the experts' judgements.The recommend planning is the basic water rights under the 50 percent representative year.Furthermore,adjusting planning of permit water according to the total principle is put forward,that is increase the water rights when wet year and decrease the water rights when dry year by ratio.(3)Water requirement and water consumption calculationNorm method and coefficient method are used individually for the calculation of Water requirement and water consumption about the research area.The results indicate,2000 year,2005 year and 2010 year the water requirement of Shaanxi Province of Yellow River are as follows:8.202,8.653 and 9.103 billion cubic meter,and the corresponding water consumption are 5.502,5.522 and 5.915 billion cubic meter.(4)The water-taking right allocation planning of Shaanxi Province of Yellow RiverThe permit index of water consumption for Shaanxi Province is 3.8 billion cubic meter, which is approved in the Yellow River water allocation planning authorized by the State Council in year 1987.The refining indexes for each coherent administrative region of Shaanxi province are studied herein.There are two plans,one is the water-taking right allocation planning,the other is the adjusting planning.In the water-taking right allocation planning,the remain water consumption index is 0.2 billion cubic meter,and the allocated index for city Xian,Tongchuan,Baoji,Xianyang,Weinan,Yanan,Yulin,Shangluo and Yangling are as follows:0.772,0.08,0.468,0.644,0.928,0.177,0.470,0.037 and 0.024 billion cubic meter. Furthermore,the water utilization index that is corresponding to the water consumption allocated index has been calculated,and rationality analysis of the allocation planning has been done.The analysis indicates,the allocated water is adapted to the available water resources of Shaanxi Province of Yellow River.Because Shaanxi Province is short of water resources,there are some gaps between water supply and demand in partial administrative regions,whose agriculture water is the major water industry.So that on the base of optimal allocation of water resources,other measures like interbasin water transfers are need to ease contradiction between water supply and demand.
