Study On Rational Allocation Of Water Resources In Southern Area Of Jiangsu Province

Being one kind of precious natural resources , water resources is the material base on which human survives , the economy and society develops . Water resources is scarce , asymmetry in space and time distribution , might not be substituted as well as the supply and demand of water resources are contradictory , so water resources must be allocated rationally based on the natural pattern.Southern area of Jiangsu Province is representative plain network of rivers area , since ignoring the relationship between water resources and the environment in the process of economic development, which have brought about quality-induced water shortage and eco-environment of river courses were deteriorated . Quality-induced water shortage has already gravely restricted sustainable development of the economy and society . Exorbitant exploiture has lead to the eco-environment problems of water resources in southern area of Jiangsu Province , rational allocation of limited water resources among various regions and water used departments is effective approach to this problem.The paper summarized the evolution process of water resources rational allocation patterns home and abroad , seeked after the one fitting the characteristic of southern area of Jiangsu Province as quality-induced Water shortage . At the same time , analysed and researched the computational method of ecological and environmental water requirements . At present, the water requirements have not a set of recognitions , general method . The quantity of water resources in southern area of Jiangsu Province is copious , but the quality is seriously worse , the computation of ecological and environmental water requirements has its particularities.Finally , utilizing the theories and methods above , allocated rationally water resources of Jiangyin , comprehensively appraised the quantity and quality of water resources , forecasted the needs and supplies , computed the balance , analysed the solutions to quality-induced water shortage problems.
