Along with the growth of the population and the rapid development of social economy, water resources shortage problem become more important, furthermore, water pollution problems resulted by industrial and agricultural production as well as daily life have aggravated water resources shortage situation. According to this problem, many current optimization with water allocation stress either economy needs, or water supply, and ignored the dialectic relationship between economic development and the water resources. On the one hand, water is the basis of economic development, on the other hand, economic development provide funds guarantee for the development and utilization of water resources .Therefore, in this article, quantitative relation between macroeconomic and water resources of shandong province was analysised through input-output analysis method. By calculating the three kinds of total seven index in water input-output method, water use and production efficiency in production process of industry departments were analysised, and the relationship between macroeconomic and water resourceswater was depicted from the angle of quantitative. This study includes:1. The current situation of water resources and the feasibility of using macroeconomic water input-output analysis method to remit this problem were introduced. This method give consideration to both water saving and achieving great economic efficiency, which can effectively relieve the current situation of water resources shortage.2. According to the actual situation of shandong province, the survey of regional economy and water resources were introduced, the relationship between the macroeconomic and water resources was analysised, and the urgency of using effective methods to resolve regional water resource problem was proposed.3. The input-output theory and water resource input-output analysis method were introduced. Based on the brief introduction of the principle, the significance of using this method was put forward. 4. Calculation was carried out according to the related data in input-output table and water communique using macroeconomic water input-output methods.The index in this computation including direct water consumption coefficient, indirect water consumption coefficient and consumption multiplier; direct additional value coefficient, indirect additional value coefficient and water consumption income multiplier as well as output-input virtual water, etc.5. Through analysis of the calculation results, inner links between water usage and production development of industry departments of shandong province have been raised, and relevant suggestion of reasonable allocation of water resources and industry adjusting of shandong province have been presented, which can provide the basis for optimal allocation of water resources.According to the above research, the results shows that: (1) water consumption of direct and indirect are both large in department of agricultural, electric power and papermaking with different reasons; (2) water consumption economic additional value of machinery industry is high, which can fit with the strategy of water-saving industry; (3) through export and import product, output of virtual water in shandong is large, but has been declining year by year. The overall trend displays that, from 1997 to 2007, water quantity cost in trades of shandong province present the overall downward trend in recent years, which can give credit to the vigorously implementing water-saving policy.Based on these results, shandong province should (1) develop low water consumption economy, control the expansion of high water consumption industry, and shall ensure the smooth production of agriculture and other basic industry ; (2) give priority to industries of higher additional value in water scarce areas; (3) export high-benefit low water consumption products, and import a certain amount of industrial and agricultural products which cannot be produced without sufficient water in native place, ease the problem of water shortage with the help of trade.By taking these measures, water resources shortage situation of shandong province will be controlled and eased effectively, in addition, the healthy development of water resources and ecological environment will be protected, which can provide guarantee for the better development of economy.
