Arid area of western China locates in the fragile eco-environment region, and is an important area of eco-environment construction in our country.How to deal with the relationship between water resources and eco-environment construction directly affects the economy and even sustainable development of society. For the western drought area, increasing damage to the eco-environment should be avoided. Under the same conditions, it must maintain the proper water demand of ecosystem in addition to improving water using efficiency, and it should include the ecological water demand into the allocation of water resources. Therefore, the research on the eco-environment water demand and the rational allocation of water resources in the ecosystem is not only beneficial to the sustainable development of social economy, but also conducive to the protection and recovery of the eco-environment But research on this aspect mainly pauses in the qualitative research and the macro level in our country at present It still has not very perfectly appropriate principles and methods on ecological water allocation. Facing up with such reality, the thesis carry out research on eco-environmental water requirement and reasonable allocation of water resources based on ecological priority in the drought area of the central and southern,Ningxia located in the northwest arid region. Aiming at the problems existing in the research field, the thesis done some research mainly from the following aspects and some progress has been made:(1) Based on comprehensive summary and analysis of the concept about eco-environmental water requirement domestically and overseas, the thesis put forward the concept of eco-environmental water requirements for drought area. Considering that the benign development of ecosystem is closely related to healthly enviromental condition, healthly enviromental condition is to maintain the benign development of the ecosysten%so the ecological water requirement and environmental water requirement is difficult to split apart. Therefore,it should combine the ecological water requirement and environmental water requirement together, adopting the concept of "ecological environment water requirement". Combined with the regional characteristics of drought area,concept and connotation of the eco-environmental water requirement has been researched and discussed.further more.(2) Under the guidance of the concept on eco-environmental water requirement, combining with the characteristics of drought area, classification of eco-environmental water requirement was made clearly further more. Then the thesis put forward the conceptual framework and procedure for Ihe estimation of eco-environmental water requirement of the Central and Southern Ningxia. At last, the study constructed mathematical model for the regional eco-environmental water demand, and explored the applicable method for the calculation of co-environmental in arid regions.(3) Through the analysis of concept and the connotation about the sustainablely rational allocation of water resources, the basic theory such as allocation properties, allocation aim, allocation configuration mechanism of water resources allocation were studied further more. Establishment and the solution of multi-objective mathematical model in large system was analyzed at last(4) Based on the theory system research on sustainablely rational allocation of water resource, the thesis developed a theoretical framework of the water resources allocation based on ecological priority coincide with characteristics of the Central and Southern Ningxia, considering that the reasonable allocation of water resources should be made on the basis of ecological priority. Therefore the theory of water resource allocation system is perfected.(5) Using the conclusion of the concept, classification, estimation model and mehod of eco-enviranment water demand in arid area, combining with the natural geography condition of research area, the thesis made application research of eco-environmental water requirements. Using its land use, vegetation distribution, soil erosion and water resources as background material.,quantitative estimation was made on the local eco-environment water demand in the thesis and we also analyzed the estimation results from the different angle. At the same time, conclusion had been cleared to solve the regional eco-environment construction problem and provided the decision-making basis for sustainable utilization of water resources. At last eco-environmental water demand needed to configure was defined, which laid a foundation for reasonable allocation of water resources based on ecological priority.(6) On the basis of theory research about rational allocation of water resources in arid area, and according to the established mathematical model of rational water resources allocation on ecological priority, combined with characteristics of water resources utilization, the parameters of allocation model were chosen and the constraint conditions were determined. At last the target approximation method was adopted to solve the model. At the same time, the reasonable allocation of water resources based on ecological priority was realized. Through the evaluation of the applicability of configuration model and configuration scheme, it shows that water allocation results were reasonable.
