With continual, healthy, fast development of our country social eco-nomy, the water's demand in agriculture, industry and people life is gro-wing, the conflict is incisive day by day between the water resources supply and demand. In particular, for the plain region where economy is developed, population is large, the large-scale infrastructure is multitu-dinous, it is restriction of social economy's development. The best meth-od is constructing some plain-reserviors.At present, there are many disputes for the plain-reservior's scale and water height in plain area of middle and lower basin, the main pro-blems are the large evaporation and leakage, the accumulation of mud, the high cost of supply water and so on. Above all are in argument,the study on the optimization of plain-reservior is not systemic and compre-hensive, no effective optimization method can be found, so the cost of supply water is too high.This paper simply explain the function of the plain-reservior, partic-ularly analyse several affection factors: dam's type, axes's type, water height, evaporation, leakage, slope counter's type, impermeable type and so on, list the calculation expression of reservoir cubage, and account for the best dam's type-conventional soil dam, best axes-circular axes, slope counter's type-concrete prefabricated board, impermeable type-geom-embrane.Also this paper explain the mathmatical model and the method to solve the model, list the process of mechanism analysis method. Accord-ing to the specialties of the plain-reservior foundation and function, it construct the optimization mathmati-cal model of plain-reservior.This ma-thmatical model consider the lowest cost of per stere water I (H) as aim function, height H as decision variable.This paper analyse the common method of math model, explain the calculation soft-ware: matlab, the core: Newton method and the train of solution.Finally taken the second happy reservoir and handian reservoir as the example, this paper conducted the detailed diagnosis research. Throu-gh known engineering data, we determined each parameter,then take the lowest cost of per stere water as aim, systematically construct the opti-mization mathmatical model of plain-reservior, solves the final output thr-ough matlab. The practice proved,the plain-reservoir, stores water depth to be somewhat low, should be enhanced.Achievement obtained through this paper for the construction and optimized design of plain-reservior, has the reference value.
