With the sustainable, healthy and fast development of our social economy, water demand in industrial and agricultural production, people's life, environment and the other respects is increased. The conflict between water supply and demand is increasingly acute, especially for the plain terrain with developed economy, and dense population, and many large infrastructure, in which, water shortage has become the bottleneck of economic development. The best way to solve the issue is to construct a certain number of plain reservoirs. However, subject to the land, capital and the other factors, there are some outstanding problems in plain reservoir construction, such as slow progress, low standard and so on.On the base of introducing functions and characteristics of plain reservoir, this thesis analyzes main factors that affect the optimization design of plain reservoir:dam type, layout forms, water depth, evaporation, leakage, revetment type, anti-seepage type and so on. It also lists the calculation expression of regulating the size of reservoir capacity and illustrates optimal dam type for constructing plain reservoir- conventional rolling volumetric, dam axis - circular axis, revetment type - concrete precast block slope protection and seepage control type - the geomembrane seepage control.This thesis introduces some analytical methods including conventional optimization method, GA (Genetic Algorithm), and mathematical model establishment method and puts forward the procedures of plain reservoir modeling mechanism analysis method. It also carries out the optimization analysis on the Second Happiness Reservoir and Handian Reservoir , analyzes plain reservoir's unfailing performance in a real environment with the method of probability model reliability, and based on the reliability theory, builds plain reservoir optimization model, with the lowest water supply cost I(H) (per m3 ) as the objective function, the dam height(H) as a decision variable. To make the plain reservoir optimization more rational, this thesis uses the genetic algorithm and adaptive genetic algorithm on the plain reservoir optimization. It also takes the second happiness reservoir for an example to compare optimization results of conventional optimization method, genetic algorithm and adaptive genetic algorithm, systematically structures plain reservoir optimization design model and obtains the final results by the method of GA (Genetic Algorithm). It is proved that the existing dams are relatively low in dam height and depth, so they should be heightened and deepened. The research achievements of this thesis have some value in plain reservoir reasonable construction, optimization design and other respects.
