Huainan mining area is located in the Huaihe river basin, where have multiple floods, most of floods happened in the middle reaches of the Huaihe river. In the wet year of flood season, the water level of the middle reaches are higher than the tributaries in the north of Huaihe river plain. This kind of situation, made water logging have no place to discharge, and form a closed flooded. Now, the background is earth’s surface are irreversible sinking, this will form a large area of subsidence area can provide the rainwater storage space. How to quantitatively to evaluate the ability of coal mining subsidence area flood and waterlogged is the main work. The hydrology of the flood process in the study area has a certain frequency, this has relevance with the amount of Huaihe river water. With the change of subsidence area,the capacity of flood storage will be stronger. Coal mining subsidence area is a negative effect because of a large number of mining production. Use coal mining subsidence to retain water will alleviate the local flood disaster, it’s a way of comprehensive treatment for the area and will form a win-win situation.This paper analysis the result of prediction of mining subsidence area, calculate the evolution of subsidence area. Investigate the historical and typical rainstorm process, analysis the feature of rainfall in the study area. Put forward the parameters of subsidence area for the flood control and water logging. Calculate the ability of flood control and waterlogged in different years. Calculate the improve of waterlogged standard. This paper’s main work and research results are as follows:(1) Through reading the references at home and aboard, summarizes the focus of research on subsidence area, and find the deficiency on the study on Huainan coal mining subsidence, it tell that the necessity to study the roles subsidence area flood and waterlogged.(2) Study on the process of subsidence area storage system. Use ArcGIS to calculate future mining subsidence area in different level years depth,area,volume and other characteristic. Forecast the future DEM in subsidence area. Use ArcSWAT to calculate the catchment area of XiFei, YongXing and Ni subsidence area. Use surface subsidence prediction results in2020,2030as the foundation, after overlay the dem in2010will get dem in the year of2020and2030.The ArcSWAT can calculate the catchment scope of study area in2020and2030(3) Analysis the regularity of flood in the study. Analysis of the history of the main river water flooding and water logging disasters. Use the meteorological analysis method to calculate rainfall trend. Analysis the affected area, the affected population and economic losses in typical year. Use IDW to calculate3day largest surface precipitation. Calculate the flood process in the study area.(4) Analysis of flood and waterlogged ability of coal mining subsidence area. Analysis the ability of flood control and waterlogged in different years. Determine the subsidence area bottom water and high water level, draw the elevation of the subsidence area volume curve.(5) Assessment of subsidence area flood control and waterlogged. Use water balance equation calculate different rainstorm frequency in20%,10%,5%.And will improve the standard of waterlogged. Through the flood storage flood routing, can get2010,2020,2030flood storage quantity is100million m3,310million m3,460million m3. It alleviate the pressure of the flood control of Huaihe river middle reaches a certain contribution.
