Counter-measures should be taken to guarantee that the Yellow River flows constantly so as to improve the ecological environment of Yellow River Delta, maintains the social stability and to promote the economy and development of the society along the Yellow River.This essay presents the River's basic situation, its water source and abstraction works, the situation, the causes and influence of its dry-up. Also discussed in the essay are the counter-measures taken, effects and problems existing.The balance analysis between supply and demand of the water resource in the Yellow river tells that from now till 2010, the average-flow years with a guaranty ration of about50% meet little conflict between supply and demand, then the probability of dry-up is low;In the low-flow years with a guaranty ration of about 75%, the utilization percentage of the Yellow River water resources is much high. Some restrictive measures of water usage must be taken to avoid the dry-up. In the low-flow years, with a guaranty ration of about 95%, the probability of dry-up becomes much larger for most of the water resource was for the use of agriculture, industry and everyday life. In a conclusion, to maintain the constant flow of yellow river is still a serious task.Finally, Based on the new suggestions for the Yellow River, it is put forward that administrational, economic, engineering, scientific and technological, legal means should be taken as countermeasures for the constant flow of the River in Shangdong. The administration means are including authorizing the Yellow River Committee to unify to dispatch and management of the water resource of the Yellow River while keeping the water permission, water index and new water project under strict control. Economically, water price, within or over the water index, should be supervised too. Water right trade market should be set up while water resource fee collected. As to the engineering means, the operation of Xiao Langdi Reservoir should be optimized, the water source on the lower reaches be improved, the reservoir storage of Dongping Lake be utilized, more reservoirs be built on plain and South-North Water Diversion Project be accelerated.Thirdly, with the Yellow River Digital Project, long-range monitoring system should be set up to regulate the resources according to water plans. Fourthly, legal means may be a thorough and long-term solution to the constant flow of the Yellow River. "Law of the Yellow River " and " Regulation on the Yellow River Water Resource Management and Protection ", as well as the regulations concerning water resource fee collection, should be proposed and issued as soon as possible.
