Being located in the core area of Beijing-Tianjin-Hebei coordinated development district,Langfang city has very limited water resource,and with arid or semiarid climates,it is the only municipality in Hebei province which has no reservoir.The city's industrial,agricultural and household water consumption mainly depend on excessive exploitation of groundwater.Due to long-term excessive exploitation,five large funnel-like groundwater leaps have taken shape,causing a series of problems such as deteriorated groundwater environment and sinking ground.Water shortage has turned into one of the major restrictions to our economic and social development.This research sets up an intensive analysis of current development and utilization of water resource,trying to figure out the trend of regional water demand,on basis of the local water supply and demand situation in the current period.The research suggests taking engineering and non-engineering measures to improve the allocation of water resource,to guide the development and macro-control of water resource,to establish long-term water supply and demand program adapted to the coordinated and sustainable development of the region,and to finally optimize the utilization of regional water resource.The main contents and results of this research are as follows.(1)Water resources development and utilization degree,changes in water supply,water conservation level and efficiency are analyzed by collecting and processing the information about water resources exploitation and protection in the recent years,the status of water supply and demand capacity is comprehensively evaluated,water demand by life,secondary and tertiary industries,agriculture,ecological environment is forecasted,and the total amount of water supply and water supply situation is forecasted.(2)By using water resources and water environment carrying capacity as the control condition and on the basis of strengthening water conservation,digging the potential and protecting water quality,the total amount of water supply is configured,and on the basis of ensuring the safety of urban and rural water supply,recovering and sustaining regional ecological objectives,it is proposed to support the sustainable development of regional economic society by means of the sustainable utilization of water resources.(3)In view of the reasonable demand in some important areas,such as the city and major grain producing areas water supply security,the urban and rural drinkingwater safety,the urban water supply safety,the ecological security and so on,a water supply security project in the key areas and important fields is suggested by combining with regional development planning.Combined with the present situation,the major water conservation and water supply project that can be recently implemented is proposed.
