Carrying capacity of water resources (WRCC) is an important part of the carrying capacity of various natural resources in the sustainable development of a nation or region. The purpose of analyzing WRCC is to explore the relation of water resources, economy and population, and rationally utilize water resources. It will be useful to protecting water resources and developing local economy.Based on the basic concept of WRCC, this paper develops the connotation of the WRCC. On the ground of WRCC theory, a universal multi-object analytical model of WRCC is established.According to the geographical and social economic situation, and the exploitation and utilization of water resources of Jincheng, the developing trend of social economy is analysed, the volume of water requirement in 2010 is evaluated, which provide an optional space for running the WRCC model.Adopting operational LINDO software and multi-objectanalytical method, this paper runs the structure optimization model, industrial structural optimization model and national economy optimization model under four kinds of WRCC schemes, name as economy-increasing scheme, environmental protection scheme, population-increasing scheme and comprehensive development scheme, in Jincheng. Socio-economy indexs, such as industrial output value, agricultural output value, GDP and per capital GDP, re-used waste water, quantity of discharged COD by industry and water requirements of industry, agriculture and domestic water of Jincheng in 2010 are forecasted. In the light of discussing four kinds of scheme of the WRCC, we reach to the conclusion that comprehensive development scheme is a better one to the sustainable development of socio-economy, population, national resources and environment of Jincheng.
