| Since twentieth century,the rapid increase of economy has made the industrialization,urbanization and population developed rapidly,this development has formed a huge demand and a large number of consumption for resources,and then it has led to the base of resource base weak,degraded and exhausted,the same time,it has caused a great damage of ecological environment.Compared with the capital and labor,natural resources have become the scarcest factor of production.The 18th party congress reported:"We should vigorously promote the construction of ecological civilization and put efforts to propel green,circular and low-carbon development to form a spatial framework,an industrial structure and a lifestyle of resource conservation and environmental protection.We should reverse the trend of ecological environmental deterioration from the source." As an important part of the construction of ecological civilization,circular agriculture is the fundamental guarantee and priority areas of sustainable socio-economic development.In the development of circular agriculture,peasant household,agriculture-related enterprises,government and non-governmental organizations are significant behavioral agent to develop agricultural circular economy.Agriculture-related enterprises are both providers of most agricultural products and direct producers of the vast majority of pollutants.They play a key role in the aspects of constructing circular agriculture industry chain,promoting the development of standardization of agricultural production,boosting the healthy regional ecological economic cycle and accelerating agricultural science and technology innovation.And then the agriculture-related enterprises are important strategic starting points in the developing agricultural circular economy.How the agriculture-related enterprises develop cycle agriculture is a subject which is worthy of deep thinking.The key question of this research is to study systematically the behavioral choice and influenced factor of agriculture-related enterprises based on the view of circular agriculture.The ideas of this research are based on relevant theoretical research and establish the status and role of agriculture-related enterprises in the development of circular agriculture.From the perspective of reducing,reusing and recycling,this paper researches respectively the agriculture-related enterprises' behavioral choices and the influence factors in the aspects of factor input,extending the industrial chain of agriculture and agricultural waste treatment,and on this basis evaluates synthetically the agriculture-related enterprises' behavior performance based on the circular agriculture,and then puts forward the corresponding incentive and restraint mechanisms combined with the game analysis between agriculture-related enterprises and other behavioral agent.This paper includes specifically four major aspects:Firstly,this research defines the concepts of the agriculture-related enterprises,corporate behavior,circular agriculture,the rules of 3R,agricultural industry chain and agriculture waste,and collates the relevant theories including agriculture ecological economic theory,externality theory,the maximal benefits theory,TPB theory and game theory and so on,which lays the foundation of theory of this research.From the existing literature research,a lot of researchers investigate and explore the enterprises' behavior in the development of circular economy,but the most of these researches are restricted to the industrial enterprise;For the research of the cyclic micro behavior subject,many researchers discuss that the behavior of local government and peasant household,however,a small number of scholars research the behavior of agriculture-related enterprises deeply and quantifiably.From the microcosmic view of the agriculture-related enterprises,this research acknowledges the development of circular agriculture and explores the relation between agriculture-related enterprises and the development of circular agriculture and how the agriculture-related enterprises develop circular agriculture.It is good for considering totally and systematically the synergetic development between agriculture-related enterprises and circular agriculture.Secondly,reducing,reusing and recycling are the core principles of the development of circular agriculture.From the perspective of 3R,this paper detects reason deductively in the aspects of factor input,extending the industrial chain of agriculture and agricultural waste treatment by mathematical economic model,and makes the empirical analysis with 311 planting and industrial agricultural enterprises' influence factors of development of circular agriculture by questionnaire survey.As the result,this research discovers that the variable of the form of organization,net profit,technical capacity and the local resources situation are all the main influential factors of the agriculture-related enterprises developing the circular agriculture,however,different factor has different influence extent and different action direction.On this basis,this research makes empirical study with 39 leading enterprises as the subject of the study to investigate the agriculture-related enterprises' behavior performance in the development of circular agriculture,and analyzes the factors which influence the agriculture-related enterprises' lower combined efficiency include enterprise scale,technological innovation,resource investment and industrial distribution,the menagers,acknowledge of the circular agriculture and so on.The above researches make a foundation of agriculture-related enterprises' behavioral optimization.Thirdly,this research constructs a game relation model related to agriculture-related enterprises,peasant household and local government by using the game theory,and analyzes the process of reaching the equilibrium and the significance of the equilibrium solution in the development of circular agriculture.Before the rational agriculture-related enterprises make a certain decision,they will consider about the behaviors of relative subjects,and then weight the advantages and disadvantages and make comprehensive evaluation,and to develop the circular agriculture under the premise of maximizing the interests of enterprises.Fourthly,according to the principal-agent theory,this research constructs an agriculture-related enterprises principal-agent model and behavioral incentive model based on the circular agriculture.On this basis,this paper establishes a series of incentive mechanism such as tax refermation,financial support,revolution of property right institution and innovation of science and technology policy,improving the management of relationship of agricultural product supply chain,strengthening the construction of infrastructure of circular agriculture,as well as,proposes a series of constraint mechanism included performing environmental accounting system,revolution of resource price,improvement and increase of the tax fee,cultivation of market operational mechanism and administrative enforcement,in order to optimize the behavior of the agriculture-related enterprises.Local government changes agriculture-related enterprises' the path of developing the circular agriculture by adding exogenous variables of influencing the agriculture-related enterprises' behavior and then makes institutional design induced,incentive and restrictive.And local government pays attention to construct institutional arrangement of circular agriculture,propels the formation of behavioral attitude and subjective norm of the management staff of agriculture-related enterprises,then impels and guides that agriculture-related enterprises develop circular agriculture under near-rational.By the deep research of the behavioral choice and influencing factors,this paper can provide the guidance for conducting the process of developing the behavioral choice of agriculture-related enterprises based on circular agriculture,and provide a theoretical support of building the incentive and restraint mechanisms of agriculture-related enterprises behavior based on circular agriculture. |
