Research On Reginal Agriculture Development Under The View Of Agriculture Chain

The construction of the agricultural chain is an important form to realize the coordinating development between urban and rural and the promoting of the Socialist new rural area construction. It is also an important way to form the mechanism of "non-agriculture promotes agriculture, urban area elevates rural area". This thesis does the research from the aspects of basic theories, practical questions and cases analysis. The primary coverage divides into six parts:Firstly, this thesis has analyzed the core ideas of agricultural chain and its advantages and disadvantages. The agricultural chain refers to the industry network structure relative to the production of primary agricultural products. The chain formed under the marketing mechanism is the type of self-organization, while the chain formed under the government, high-level industry or regional economical system is the type of herter-organization. The agricultural chain is the combination of the two types in reality. Only the chain based on economic connection and mutually beneficial relation between industry relative to agriculture and agriculture, using the idea of supply chain has the intrinsic driving power of development. Compared with agriculture industrialization, agribusiness integration is the more optimization pattern of Pareto. Economic efficiency and risks simultaneously exist in the concrete agricultural chain.Secondly, the thesis has analyzed the present situation and problems of the construction of agriculture chain in our country. This thesis believes that, many problems exist in the development of agriculture chain in our country. For example, the overall competitive power of agriculture chain leading enterprises is relative weak, the interest mechanism between peasant households and enterprises is not perfect, the logistics of agricultural products impedes, the regional agricultural industry interrupts, the investment environment in the countryside is not good, the ecological compensation mechanism is also imperfect.Thirdly, the thesis has studied the mechanism of "non-agriculture promotes agriculture" under the view of agricultural chain. This thesis believes that, the construction of agriculture chain aims at establishing fair and reasonable interest-share mechanism between agriculture and non-agriculture to guarantee farmers' interest. The leading enterprises are the initiators of agriculture chain alliance and "non-agriculture promotes agriculture", the extension and integration of agriculture chain to traditional agriculture is a better choice of "non-agriculture promotes agriculture". Among the patterns of construction agriculture chain, "taking processing enterprises as core and taking the logistics center as the core " are the two better choices. among the supply chain alliance of enterprises operating patterns ,"the company organization" pattern and "company + intermediary organization + peasant household" pattern are the two better choices.Fourthly, the thesis has studied the mechanism of "urban area elevates rural area" under the view of agricultural chain. This thesis believes that, patching, extension and integration of broken and short chains are the basic ideas of construction regional agriculture chain. Among the patterns of establishing agriculture chain, agricultural industry under leading of urban pattern is superior to agriculture under leading of rural pattern. In the meanwhile, peasants should be guaranteed to be the beneficiaries. Agribusiness integration is an important link to realize "non-agriculture promotes agriculture, urban area elevates rural area", among which, the agricultural processing link and the agricultural logistics link are the key industrial links of establishing agriculture chain and the suburbs is the key regional link.Fifthly, the thesis has put forward policy proposals of construction establishing agriculture chain. This thesis believes that, it is necessary for the regional government to facilitate the establishment of the mechanism of "non-agriculture promotes agriculture, urban area elevates rural area" linked by agriculture chain, and simultaneously, take the income increasing of peasants as the core. In order to advance the reasonable establishment of agriculture chain, more emphasis should be paid to strengthen the vitality of each main body of agriculture chain, speed up to develop the key links such as city's agricultural processing industry and commerce, trade industries, actively develop suburbs or county area. Sixthly, cases research. This thesis believes that, Punan is considered as the modern agricultural part, but the traditional agriculture cannot solve Punan's development problems. Therefore, the extension and integration of modern metropolis agriculture chain is the practical way to develop Punan's agriculture. Based on the feebleness of agriculture, the extension and integration of Punan agriculture industry chain should be carried out at the same time.
