As the backbone of China's rural health service system,township hospitals are of great significance to improving the level of basic medical and health services and accelerating the development of rural health.The quality of their development directly determines the overall level of rural health work.To develop rural health,the construction of a team of health professionals is the key.Therefore,it is necessary to strengthen the construction,training and management of rural health talents and carry out effective human resource allocation.The goal of human resource allocation is to achieve the coordination of human resources and positions,thereby improving the efficiency of the organization's resources.This paper takes the county township health center as the research object,collects and organizes a large number of related literature.On the basis of literature reading and theoretical analysis,it investigates and analyzes the status and problems of health human resources allocation in the township hospitals in Qi County,and summarizes the human resources.Based on the factors affecting the quantity,quality and structure of resource allocation,the evaluation index system of human resource allocation effect of township hospitals in Qi County was constructed.The indicators were analyzed by confirmatory factors,and the humanities of township hospitals were evaluated by fuzzy comprehensive method.Through the analysis of the effect of resource allocation,the human resource allocation effect of the township hospitals in Qi County is"general".The problems are:quantity,insufficient number of personnel,serious aging,insufficient backup;quality,academic level Low,lack of senior professional talents;structurally,the proportion of staffing is unreasonable,and the professional composition is unreasonable.According to the evaluation results,the original staffing model is optimized from the aspects of configuration quantity,quality,structure and job analysis,personnel structure requirements and human resource management activities,and a scientific and rational human resource allocation system of township hospitals is constructed,thereby generating a staffing system.Maximize the efficiency,drive the service efficiency and quality of all health personnel in township hospitals,actively improve the relationship between doctors and patients,and improve the health service satisfaction of grassroots people;and implement the implementation of protection in accordance with the actual situation of health care in Qi County,for the government and related The unit provides a reference basis for improving the allocation mechanism of health talents in township hospitals in the new round of reform.
