It is required to calculate water supply, consumption, drainage process and compare many multi-plans under the different inflow, water demand, water saving plans, water supply strategies and project arrangement in water resources planning and management. Thus, the traditional method that calculate by table can't satisfy the demands.The water resources planning and management model is a valid tool that can resolve these problems.Since 1950s, water resource analyzing system has taken the important role in water resource planning, management and reservoir operation of bouth home and abroad.Because WRMM model is flexibal and applicabal.. In using process, it is dose not need to change main program,only need to change input model, the model can simulate water resource system of arid area, anticipate the distribution of the surface water in the case of different allocation plans and provide scientific proof for comparing and estimating the planning plan. Combining the demand of the water resources planning of Urumqi City, applying the model to Urumqi river water resources system,this article on the basic of analyzing the relation of natural channel inflow and loss process,using outlet structure simulate the urumqi river natural channel loss.The result indicated that this Model not only can represent the process of irrigation ,municipal ,industry consume process,but also can represent the water supply and water dificiency process of the water users by reality,especially it can reflect the water supply policy by penality system. The model has a special feature on simulating the water allocation of free flow by outlet structure.Therefore this study offered scientific,theoretic technique and means for enrich water resource management and planning research of our country and develops the works of water resource management and planning.
