With China's entry of WTO , Chinese Telecommunication Operational Enterprises are being confronted with unprecedented challenges including huge changes from outside environment: Technological innovation challenge , scale—strength challenge , knowledge—information challenge , system environment challenge , resource condition challenge, the entry of foreign operators challenge and so on. With the need of self development and the requirement outside, Telecommunication Operational Enterprises must pay much attention to the cultivation, development and improvement of core competition.Based on such background, the paper takes deeply discussion and research on the core competition of telecommunication operators. The paper adopt the research way combining the core competition theory with the reality of China Telecommunication operators,bring up a new theory about the telecommunication operatos. The main achievements include:Firstly the paper make use of principles including mathematics and physics, in the basis of the situation and the characteristic analysis and the analysis of relevant principles about the telecommunication operators in home and abroad , brings up the telecommunication opertors core competence model which is decided by knowledge,resource,ability,country factor ,and the concept of the core competence value ,turn the abstract core competence into the pyramid whose bottom is a rectangular figuratively,it is meaningful both for the theory and the reality.Secondly it make out the valuation index system and valuation model:the mean-empiric variance pyramid model ,based on the analysis of the situation and characteristic about telecommunication operators ,and the theory in home and abroad.It make a detailed analysis for the reality of telecommunication operators ,it is meaninful for the indentification and the improvement of the core competence.Thirdly it brings up a new idea that the telecommunication operatpors core competence is composed by government and enterprise and it is decided by the two factors ,then it makes a discussion about the two factors in the basis of the reality,especially the affects of the country factor to the telecommunication operators,at last it makes out the way about how to slove the problem.It is able to avoid the simplism and the limitation,it is closer to the reality.Then it put forward a new idea to slove the problem and improve the core competence from the four aspects: knowledge, resource , ability , country factor in the basis of the core competence model.Finally it brings up a detailed analysis about some parts of schemes to make the plan more feasible and scientific.It is very important for our government to make management policy and telecommunication operatos to make development strategy;It bring out CRSM ( Customer Relation Sales Management) plan and the concept of telecommunication operators core competence,and discuss the chance ,the challenge and the strategy from the valuation-chain for thetelecommunication operators that is transforming.
