The water conservancy project is related to the national economy and the people's livelihood,but the water conservancy project usually has a large investment,long construction period,complex construction process,so there are a lot of risks in the whole construction period.Engineering insurance as an effective means of risk transfer,has been widely accepted by the engineering of different countries,but in our country,there still are a big problem in water conservancy projects' engineering insurance.The insurance rate is low,the compensation rate is low,the most owners and contractors are not particularly enthusiastic about engineering insurance.In addition to the low awareness of insurance,the imperfect system,the reasons are that people's awareness of the insurance terms is not enough,the management level is a little low,which lead to low rate of payment,and cause the low insurance rate in turn.The main research results are following:(1)Based on the research results of project risk and project insurance,through comparative analysis of project risk identification methods,combination of brainstorming and Delphi method selection method of domestic water conservancy project common risk were identified.And the final risk weight table drawn up a preliminary plan for disposal.(2)Analyze the total cost of risk management after the insurance,through mathematical modeling to establish the mathematical relationships between input costs and the amount of compensation,investment costs and the amount of reduced loss under different risk categories.Then gives some advises about how to deal with its own risk management total cost minimum,in order to achieve the benefit maximization;(3)Based on the risk factors of the contractor,according to different factors,to take specific measures.And provides the common risk points about water conservancy project and its control measures.(4)The author elaborated that without keeping the appointment after insured the contractor would become rather passive and excessive risk control would cause unnecessary loss with the combination of engineering practice in XX section of south-to-north water transfer project.And also studied the concrete measures for keeping the appointment for this project and when loss prevention and disaster mitigation is necessary,the specific measures should be taken by the contractor.Standing in the angle of the contractor,this article studied factors about the total cost of the contractor risk management after insured,and analyzed different influence of each factor brings to the total cost.Then studied how to control these factors and measures to be taken to minimize the total risk control cost and to maximize the benefits of the contractor.Finally elaborated the application of the study results in practical engineering.
