Research On Sustainable Utilization Of Forest Resources And Coordinative Development In Jilin Province

Jilin province is a large province of forestry and rich of forest resources which not only provides a powerful support for the economic and social development in Jilin Province, but also plays an important role in soil and water conservation, climate regulation and the improvement in environment etc. However, due to over-logging,after the establishment of New China, forest resources of Jilin Province decreased, the ecological environment was deteriorated. Relied on the forest resources for the development, Jilin Province faces the problems like the low-rate output,lagging-behind of development, low income of woodland farmers etc. so called “three forest problems”. In the past, since there were existing constrained factors, such as the relatively low economic development level, the government’s limited financial resources and low degree of social cognition, the rational use of forest resources has not been realized.The sustainable usage of the forest resources is systematic. The usage of the forest resources is not isolated; it combines with the economic and social developments. If the industrial structure of the forest resources usage is not reasonable,the development of the forest resources lags behind the economic and social development. This will result in the un-coordination of natural resources. The forest resources will not be used in a sustainable way in turn. This paper is mainly based on the development situation of forest resources in Jilin Province. Based on comprehensively evaluating the economic and ecological benefits of forest resources in Jilin Province and its problems on the usage, this paper lays special stress on the utilization of forest resources in Jilin Province and its coordinated development with economy and society, analyses quantitatively the forest-ownership reform in promoting the growth of forest resources in Jilin Province, simulates and predicts the sustainable utilization of forest resources in Jilin Province. Finally, according to the above theories and the empirical study, it proposes policy recommendations on promoting the sustainable use of forest resources in Jilin province. The research contents in detail are as follows:Firstly, this paper studies on the status of utilization of forest resources in Jilin province. According to the field survey data and literature data, it evaluates the economic efficiency and the ecology benefits of forest resources in Jilin Province and analyses the existing problems in utilizing the forest resources. The research results shows that, there is some improvement in the competitiveness of forestry in JilinProvince and the industrial structure effects, the industrial structure has been further adjusted. These gradually increased the contribution to the economic development in Jilin province. However, there are also problems on low economic efficiency, low ecological benefits etc. during the use of forest resources in Jilin Province.Secondly, this paper analyses the coordinative development of forest resources utilization in Jilin province within the industry. In using the relevant theory of fuzzy mathematics to comprehensively evaluate the optimization of forestry structure in Jilin Province, adopting the deviation-share method to analyze the changes in output of the forestry from forest-ownership reform. Through the analysis, it shows that the forestry industrial structure in Jilin Province, in general, is still poor, it must be optimized through a series of adjustments to enable it to make its internal structure optimized and realize the sustainable development.Thirdly, it is the empirical research on coordinated relationship between forest resources development and social economy development in Jilin province. Based on the general analysis on the whole system of the forest resources, society, economy in Jilin Province, this paper constructs an index system according to the development of the forest resources, society and economy in Jilin Province, and according to the situation of the coordinated development, it proposes the system definition and concept model of the sustainable development of forest resources. At last, it comprehensively evaluates the coordinated development between protection and utilization of forest resources in Jilin Province.Fourthly, this paper deeply analyzes the influence of forest-ownership reform on the forest resources growth of Jilin Province. In choosing Jiaohe, Dunhua and other counties which has implemented the forest-ownership reform in 2007 in Jilin Province as the sample, it analyzes the impact of the growth of forest resources and the input of woodland farmers under the point of view of the forest resources and woodland investment and its influencing factors before and after the reform of forest-ownership.Finally, according to the previous theoretical and empirical analysis, this paper,from the angle of policy measures, puts forward detailed suggestions for sustainable utilization of forest resources in Jilin Province. It respectively gives some corresponding suggestions on the sustainable development of forest resources.
