Research On Coordination Development Of New Urbanization And Land Health Utilization In Jilin Province

Urbanization is a necessary stage of economic development.The formation of towns is a place for the gathering of material and human capital,which facilitates the agglomeration effect and spillover effect of production factors.Land is the material base of social economic development and urbanization construction,the traditional mode of urbanization leads to irrational growth of urban construction land,made the pace of land urbanization faster than population urbanization,result in massive loss of quality farmland and extensive use of construction land,brought about serious resource and environmental problems.So how to make the coordinated development of urbanization and sustainable utilization of land resources has become the focus of many disciplines.In 2014,the National New Urbanization Plan(2014-2020)and the New Urbanization Planning of Jilin Province(2014-2020)have been published.It is clearly that China's urbanization will adhere to the road of people-oriented,layout optimization,ecological civilization,cultural heritage.The PLAN also required conservation,sustainable and healthy land as the key and core task for promoting urbanization.Land health utilization has become a key problem to be solved in the new urbanization construction.To study the relationship between urbanization and land use system,to explore the path between urbanization and the healthy development of land use,and to promote the sustainable development of economy and society and promote the construction of new urbanization,which are of great theoretical and practical significance for the realization of land sustainable use.This paper reviews and summarizes the related research results of urbanization and land use and systematically elaborates the core connotation and basic theory of new urbanization and land use.The factors influencing the urbanization and the healthy use of land are analyzed from the aspects of nature,society,economy and ecology.The interaction between urbanization and land health utilization is discussed theoretically.The research ideas of this paper are "measuring new urbanization-land health use-measuring their coordinated development relationship".This paper take Jilin Province as an example,based on the social and economic statistics,land use data and spatial data,comprehensive use of normative analysis and empirical analysis methods,literature review analysis,qualitative and quantitative analysis methods and GIS spatial analysis and other methods and constructs the coordinated development model of new urbanization and land use in Jilin province.This paper analyzes the temporal and spatial evolution characteristics of new urbanization and land use in Jilin province and reveals the coordinated development relationship of two systems,determines the types of coordinated development,and probes into the path of coordinated development of new urbanization and land health utilization in the study area.The main conclusions of this paper are as follows:1.the development of new urbanization and the characteristics of space-time pattern in Jilin Province.From 2000 to 2014,the quality of urbanization in Jilin tended to be optimized,and the level of new urbanization was constantly improving,and the average annual growth rate of the study period was 10.81%.Experienced "W-type" fluctuation in 2000-2005,sharp increase in 2005-2009 and steady improvement in 2009-2014.From 2000 to 2014,the overall trend of the new urbanization index of Changchun City was good.The average annual growth rate of the study period was 10.45%.From 2000 to 2014,there are significant differences in the level of new urbanization in 9 cities(states).The new urbanization level growth is obvious in Changchun City,other regions experienced slowly growth;new urbanization development regional polarization trend was obvious 9 city(state)area;new urbanization development was relatively slow in 9 cities(state),but the level has improved,the overall trend was good.2.Evolution of land use and spatial-temporal patterns in Jilin ProvinceFrom 2000 to 2014,the comprehensive index of land health utilization increased steadily,the average annual growth rate of the study period was 17.26%,and the rising trend was more obvious.Experienced "W-type" fluctuation in 2000-2005,a slowly increase in 2005-2009 and steady improvement in 2009-2014.From 2000 to 2014,the level of land use was generally low in 9 cities(states),the eastern and central region of the land health utilization was better than the western region,and the gap between regions was large.By analyzing its specific types,we can see that the utilization of regional land health improved slowly,and all of them are below the critical health level(?),and the development situation was more severe.3.Evolution and spatial-temporal patterns of the relationship between new urbanization and land use in Jilin Province.From 2000 to 2014,the dynamic coupling degree of new urbanization and land use in Jilin Province showed a benign coupling trend from low-level coordinated symbiosis to common development.The development trend of the two systems tended to be consistent,the land carrying capacity was sufficient,the rapid development of urbanization has led to the improvement of the land use.The static coupling degree C of the two systems showed an overall upward trend.At the end of the study period,the two systems tended to evolve in good condition.The coupling coordination degree D showed a steady trend.At the end of the study period,the degree of coordination of their interaction was gradually improved,from the recession stage to the basic coordination stage.From 2000 to 2014,the dynamic coupling table of Changchun City was transitioned from low-level coordination and symbiosis to the coordinated development stage and evolved to the common development stage,the development trend of the two systems tends to be consistent.The static coupling degree C of the two systems showed an overall upward trend.At the end of the study period,the static coupling degree C belongs to the antagonistic stage,and the fluctuating shocks of the interaction between the two systems provide an opportunity for the rapid increase of the land health level.The coupling degree D of the two systems was continuous and steady upward trend.By the end of the study period,the coordination degree of the interaction was gradually improved,and the decay recession develops into the basic coordination stage.From 2000 to 2014,the static coupling degree of the new urbanization and the healthy use of land C showed a certain spatial and temporal differentiation characteristics in 9 cities(states).The city of Changchun,Jilin,Liaoyuan,Tonghua and Songyuan,showed V-shaped twists and turns declining trend.The city of Siping and Baishan City showed declining trend,Baicheng City showed inverted V-shaped ups and downs,Yanbian state showed a stepped upward trend.From the static coupling degree of the type of view,in 2000,Jilin City,Baishan City belongs to the run-in stage,the other areas are antagonistic stage.Coordinated development degree D shows spatial and temporal differentiation characteristics in 9 cities(states).All regions have a certain degree of promotion,from Changchun,gradually extended to Jilin City,and further to the eastern region of Jilin Province and the western region expansion.From the analysis of the coordinated development type,Changchun City and Jilin City have raised a level.Changchun City has been reduced from the recession to the reluctantly coordinated development.Jilin City has been changed from mild to recession to the brink of recession.4.Types and paths of coordinated development of new urbanization and land health utilization in Jilin Province.From 2000 to 2014,the new urbanization and the healthy use of land in Jilin Province and Changchun City only had a significant lag of the healthy use of land,and the transformation rate was relatively slow,and the lag of land use was always restricted in Jilin Province.Therefore,the future Jilin Province and Changchun City should take the "land to enhance the health of the dominant control" as the regional development path to promote the coordinated development of new urbanization and land health utilization in Jilin Province.From 2000 to 2014,there was a spatial difference in the relationship between the new urbanization and the healthy development of land use in the 9 cities(states).Changchun City was slightly lagging behind in the healthy use of land,it was consistent to the longitudinal data of Changchun City.Urbanization development of Jilin and Baishan City were slightly delayed,other areas are obviously lagging behind in the development of urbanization.In the future,Changchun City will adopt the regional development path of "Land health promotion leading control type",and other regions adopt the path of " Urbanization promotes dominant regulation type " to promote the effective realization of coordinated development of new urbanization and land health utilization in 9 cities(states)of Jilin Province.
