Study On The Sustainable Development For Forestry Of Laifeng County, Hubei Province

Environment and development are the key issues that concern the internationalcommunity. Protection of the ecological environment and sustainable development havea direct influence on the future and destiny of mankind.Sustainable development theoryis the world's most admired in the country's economic and social development theory,included in the development of forestry. With the rapid development of humanunderstanding of sustainable development theory, China, the United States, India,Pakistan and Europe, and other countries in the Asia-Pacific region have achievedeffectiveness with varying degrees in the sustainable development of the forestryindustry and comprehensive management.China is a developing country, with has less forest,but it is also less of forest, facingsome severe problem of ecological environment, such as soil erosion, land desertification,shortage of water resources, reducing of species, and frequent water, drought, wind andother natural disasters. Therefore, China's forestry construction is a very arduous andurgent task, and to take the road of sustainable development of China's forestrydevelopment is the only choice. The problem of sustainable development of forestry ofLaifeng County is studied according to the conditions of nature, society and economy,on the basis of the theory of sustainable development, the study's aim is to improveforestry development. The results were as follows:Laifeng is located in the south-western corner of Hubei province, located in CentralChina, adjacent with Hunan and Chongqing. Laifeng county has proper location, andabundant resources of nature and tourism. At the same time, after several decades offorest management, Laifeng county had already the basic condition to realize sustainabledevelopment. But Laifeng county was also confronted with some problems againstsustainable development of forestry. To realize sustainable development of Laifengcounty's forestry, Laifeng county should "persist in one direction, construct threeprojects well, improve three benefits, work according to three principles, and live up tothree places". "Persisting in one direction" is the aim, "paying special attention to threebeneficial, working according to three principles, livs up to three places" were themeasures, "constructing three projects well" was importance. "Persisting in onedirection", means persisting the direction of sustainable development. "Constructing three projects well" was to say that forest cultivation project, construction project offollow-scale, developing project of forest tourism resources. "Paying special attention tothree beneficial" means ecology beneficial, economic beneficial, society beneficial."Work according to three principles" is that at first, paying special attention to forestcultivation or protection takes the sustainable development theory as instructs. Secondly,doing well construction of follow-scale takes advance of technology as dependent and"two high and one superior" as guide. Thirdly, doing well the processing, and rising invalue of production take "two fundamental transform" as power. "Living up to threeplaces" is that policy, technology and finance live up to places.To achieve the sustainable development of the forestry industry, the business mustchange its irrational thinking, establish a complete idea of sustainable development andmanagement system,formulate scientific, objective, credible policies, create a favorableexternal environment, emphasize on the for the development and transformation ofForestry science and technology, establish a fund system for forest ecological benefitscompensation, promoting protection of forest resources, accelerate reformation offorestry economic, change the mode of forestry economic growth,improve lawenforcement system of forestry and continuously strengthen our law enforcementcapabilities.Construction measures of forest cultivation project inchudes improving breeds offorest; maintaining forest scientifically, speeding up progress of artificial forestation andclosing hillsides to facilitate forestation,implementing comprehensive upbringing ofexisting forest.Construction measures of follow-scale include raising the scientific andtechnological content, protecting the ecological environment, raising the level of thegrain intercropping; improving integrate efficiency of base through scientific distributionportfolio, managing other planting, breeding, processing industry scientifically, arrangingthe distribution of each industries scientifically,strengthening and improving thescientific and technological level and awareness of forestry workers, leading cadres inparticular; raising funds for the follow-up industry construction taking various measures.Measures for developing forest tourism resourcesin clude raising awareness ofbuilding tourism and promote tourism; raising tourism development fund and distributinginterests in various ways; handling the various contradictions timely in the process oftourism development; making full use of all the legal means to taking tourism marketing;strengthening internal management and raising the services standard of industry.If Laifeng county takes sustainable development theory as the guiding ideology foreconomic development of forest area, to persist in the development direction of "sustainable development", strengthen the constructiori of "forest cultivation project,follow-scale and forest tourism resources", realizes policy, realizes fund, realizesscientific achievements, and realize measurements, laifeng county should realize the goalof sustainable development.
