A Research On Construction And Evaluation Of Two-oriented Agricultural Production System

The Two-oriented (resource-conserving and environment-friendly) Agricultural Production System, or TAPS, is the key to realize sustainable development of agriculture production and the construction of modern agriculture with Chinese characteristics. However, the concept of "Two-oriented Agriculture" has been put forward not for long enough, which in turn leaves the research on "two-oriented agricultural production system" at its initial stage: What is TAPS and what should be included in the system? How does TAPS apply to different regions of China? Are there any solid standards for the construction of TAPS? Therefore, this paper, focusing on the construction and evaluation of two-oriented agricultural production system, applying research methods including literature research, Comparative study and empirical research, systematically carries out researches and makes empirical analyses on domestic and international theoretical & practical researches related, theoretical basis, development road options, TAPS construction and TAPS evaluation index system.This paper has six parts or nine chapters:Part One, or Chapter One, lists out questions, purpose/significance, research methods, means and contents, as well as innovations; Part Two including Chapter Two and Three, mainly deals with latest progresses of both domestic and international TAPS theories and practices; Part Three including Chapter Four and Five, structures a selection matrix for a two-oriented agriculture development pattern with Chinese characteristics; Part Four, or Chapter Six and Seven, constructed a TAPS comprehensive evaluation system, and applies empirical study on "Chang-Zhu-Tan" region of Hunan Province; The Fifth Part, Chapter Eight, specifically researches on the development pattern options of two-oriented agriculture of "Chang-Zhu-Tan", thinking and targets of TAPS construction, as well as specific implementation plans; The sixth part includes conclusions, perspectives and forecasts future researches.Conclusions are:1. A comprehensive TAPS models is constructed from 5 aspects:two-oriented agriculture systemized operation, green agriculture technologies, cultivation of two-oriented peasants, agriculture policies and agriculture organization synergy.2. To apply agriculture structure and development, resources utilization efficiency, ecological environment protection, agricultural science and technology, agricultural support and security as 5 secondary indexes, to apply 25 tertiary indexes including per-capita net income of farmers, agriculture GDP per capita, proportion of agriculture GDP, commercial crops and breeding output, a TAPS comprehensive evaluation system is constructed.3. This study shows:from the year 2008-2012 the construction of TAPS of "Chang-Zhu-Tan" stays on track, but not yet in a virtuous circle, and in some ways even has encountered a bottleneck.4. The "Chang-Zhu-Tan" TAPS construction should be a systematic project, so following work should be done to keep a healthy and sound development:1st, to reinforce government support, improve environmental constraints and ecological compensation mechanism; 2nd, to strengthen the cultivation of "two-oriented" farmers; 3rd, to strengthen technology research and development; 4th, to perfect industrialization organization mode in order to raise the systematizeed level of farmers; 5th, to perfect agriculture service system and create a favorable development environment.
