Comprehensive Evaluation Analysis Of Two-Oriented Agriculture

The traditional mode of economic development has largely affected the sustainable economic development of human society. Especially since the 90s of the 20th century, with the increasingly serious environmental problems, the international community deeply aware that we should enforce economic and environmental win-win strategy to attain sustainable development goals, we must substitute traditional model of economic development for new ones, vigorously develop the "two-oriented agriculture", which is the national new strategic plan to upgrade the agricultural industry. In this study, we aim to bring forth comprehensive evaluation system for "two-oriented agriculture" production to provide the theoretical basis for all levels government.First, based on foregone academic achievements by scholars'study on different types of agriculture, this study categorize concerned literatures into resource-conserving agriculture, environment-friendly agriculture and "two-oriented agriculture" which is organic combination of the former two types. Then through horizontal compare essential characteristics of these different forms, we gradually clarify the co-ordination, comprehensiveness of "two-oriented agriculture". Secondly, on the foundation of illuminating the theoretical basis of "two-oriented agriculture", we summarize the scientific contents, basic characteristics and elements of this new agriculture form, establish comprehensive evaluation system. In line with the above evaluation system established, we employ analytic network process (ANP) to fix the weights of each index and subsystem, offering the intensive direction and focus for each region to improve constraints. Further, we reflect on institutional factors restricted the development of "two-oriented agriculture". In the past, we utilize three-stage DEA models to delve into production efficiency's effects on agriculture development, which is a representative of technology. In this empirical study, we take all cities in Hunan province to demonstrate technological role in the development of agriculture. According to the findings of previous chapters, we introduce policy recommendations to enhance all regions'production capacity of agriculture.
