Study On Evaluation And Productivity Of Modern Agriculture In Jilin Province

Jilin province is an important commodity grain production base and an important food security strategetic base of the nation. Its agricultural state of development is especially important to ensure the food security of China. At the same time, animal husbandry and processing industry of agricultural production in Jilin province, based on the rich food resources, specially rely on agriculture. Therefore, the development of modern agriculture in Jilin has a very important strategic significance to both the country and the province.There are so many superiorities of the development of modern agriculture in Jilin Province. After decades of efforts, the construction of modern agriculture has made significant achievements, and accumulated valuable experience. At the same time, the modern agriculture in Jilin Province, the representative of the major grain producing areas, is facing the rare opportunity of developing, and have a good basis for the development. However, there must be an objective and impartial evaluation of the development level and efficiency of the industrialization, urbanization, in formalizations development level of the modern agriculture, in order to grasp the main restricting factors of the development of modern agriculture in Jilin Province more accurately, and to choose a more proper way of developing. Therefore, this research is realistically instructive. This paper, based on the relevant research results on evaluation and path selection of modern agriculture, analyzes and evaluates the development status, restricting factors systematic of modern agriculture in Jilin Province from different dimensions, using the method of literature, questionnaire survey method, econometric methods, the combination of qualitative analysis and quantitative analysis, normative analysis and empirical analysis. Combined with the situation of the province, this paper put forward the path and counter-measure of modern agricultural development in Jilin Province, in order to provide a reference for the relevant government departments.This paper focuses on the following four aspects:First, it comprehensive analyzes the development of modern agriculture of Jilin Province in the future, involving the natural and economic advantages, the effect, the experience and the opportunities of modern agriculture in Jilin province.Second, we make a comprehensive analysis of the modern agricultural development in Jilin province in terms of the development level, development efficiency, the "four modernizations" synchronous development coordination degree. Based on the existing research, we design the evaluation index system, and select the econometric methods, such as the entropy TOPSIS method, DEA method, and the Morse index methods, by the situation of Jilin province and the data availability.Third, it makes a profound analysis of the factors restricting the development of modern agriculture in Jilin province from the "land", "fund", "labor" and "water".Fourth, based on the above research, it put forward the routing selection and countermeasures of developing modern agriculture in Jilin province.Compared with the existing research results, there are a few innovations in this paper:1. According to the connotation of modern agriculture, drawing on previous research results, supplementing and improving the evaluation index system of modern agriculture, we design the modern agriculture evaluation system consists of 6 first level indexes and 22 second level indexes.2. The paper design a comprehensive development index system of the’four modernizations’ consists of’comprehensive development index of the target layer’ ’four indexs of function layer’’23 specific indicators comprehensive development index’, according to the’four modernizations’ and data availability.3. This paper make a comprehensive analysis of the modern agricultural development in Jilin Province in terms of the development level, development efficiency, the "four modernizations" synchronous development coordination level. Compared with the existing results which evaluate the development status of regional modern agriculture by a single dimension, it can be more comprehensive and can synthetically reflect a regional modern agricultural development situation.
