Jilin Province is located in the middle of northeast China, is the country’s majoragricultural province, one of China’s major grain producing areas, has a pivotal rolein the country’s food security strategy."The twelfth five year plan "(2011-2015) isan important opportunity for the development of modern agriculture in Jilin Provinceto accelerate the pace of development of modern agriculture, not only to ensurenational food security strategy needs, but also by the big leap in Jilin Province to theprovince ’s agriculture internal demand, the further advantage of resources in JilinProvince, the integration of advanced production elements to enhance the overallcompetitiveness of agriculture, increase farmers ’ income and promote the integrationof urban and rural development, has a very important practical significance.SWOT analysis is a strategic analysis method, which were analyzed according totheir own internal conditions and external environment to identify strengths (strength),weaknesses (weakness), opportunity (opportunity) and threats (threat), and then taptheir own potential, use of favorable conditions to improve their core competitiveness,targeted to achieve their strategic objectives. This paper intends to use the SWOTanalysis method, starting from the current situation of agricultural development inJilin, Jilin Province, the development of the external environment and internalconditions of modern agriculture carried out a detailed comparison on the basis ofclarifying resource endowments and binding conditions, determine the developmentof modern Jilin Agriculture has strengths, weaknesses, opportunities and threats, andthen by optimizing strategic options to enhance the core competitiveness ofagricultural development in Jilin Province.Jilin Province to promote the advantages of modern agricultural development, including, geographical location and favorable natural resources, agriculture, andscience and technology foundation to support the development of better advantage.The main disadvantages are: weak agricultural infrastructure, ecological environmentis still fragile; research system is not perfect, the promotion of agricultural scienceand technology is not strong; relatively small-scale traditional ideas behind theorganization of agriculture is not high; deep-seated contradictions highlight theurban-rural dual structure farmers’ income growth is still slow and so on.Opportunities include economic and social development "Eleventh Five-Year" periodof demand for agricultural modernization and increasingly sophisticated nationalagricultural policy. As long as the threat refers to natural disaster risk, the risk ofmarket uncertainties brought about by competition and the impact of agriculturalglobalization.Based on these four SWOT analysis, we believe that the policy can be chosen fromthe following aspects: First, continue to increase agricultural funding, expansion ofagricultural funding sources, to further improve the agricultural infrastructure;Second, optimize the industrial structure, highlighting the resource characteristics;Third, the basic mechanism of the reform of agricultural research in the presence ofinadequate investment situation, the reality of scientific research results into productsto enhance capacity, improve agricultural vocational education, improve agriculturalpractitioners of science and technology applications; Fourth, through innovativemechanisms to improve the level of farmers’ organizations and the level ofagricultural markets; five, improve the urban and rural integration mechanisms toprotect the property rights of farmers, promoting agricultural resource elements equalmarket participation.Paper is divided into six chapters:The first chapter, Introduction. Were summarizedfrom the research background, significance and research purposes modern necessityand feasibility of Jilin Agricultural Research and Technology Roadmap papers revealimplemented based on existing research. Chapter II, Definition and basic theory.From the definition of the concept of modern agriculture relevance to proceed, classify and analyze the concept, in the context of modern agriculture related theoriesto sort out the process, to explore the development of modern agriculture, the maincase. The third chapter, the status quo of modern agricultural development in Jilin,Jilin overview of agricultural research, discussion, including agriculturalinfrastructure construction, the basic situation of Jilin Agricultural Development landutilization and earnings, such as the implementation of agricultural developmentpolicies, and discusses include scale agriculture and land management systemoperating conditions, investment in agricultural science and technology andvocational training of farmers, the development of agricultural industrialization,agricultural service system, including the construction of modern agriculturaldevelopment in Jilin Province. The fourth chapter of modern agricultural developmentin Jilin SWOT analysis. From the strengths, weaknesses, opportunities and threats tothe overall perspective of four prominent existing problems, the problems of modernagriculture in Jilin Province from the four dimensions of the full show.
