Study On The Connection Between Small Farmers And Modern Agricultural Development Implementation Path In Jilin Province

As a micro-agricultural operator with hundreds of millions,smallholders farmers not only bear the responsibility for national food security,but also restrict the process of China's modernization.To accelerate the modernization and rural areas and promote the development of most small farmers is not only the need of China's socialist modernization,but also the expectation of farmers.With the restrict of land resources,it is impossible for China to transformed from small-scale farmer management to new subject of agricultural management.Owing to the urgent need of modernization construction,the face of small-scale agriculture existences for a long time because of construction between man and land,and the situation of internal conditions and external environment of agricultural development have changed profoundly.Taking small farmers in Jilin province as the research object,the construction of modern agricultural management system as the guide and respecting small farmers fully as principle,under the vision of comprehensive modernization,this research takes the small-farmers of Jilin Province as a subject,analyzing how to organized effectively and make small farmers enjoy more advantages during the process of structural reform of agricultural supply,namely,realizing the organic connection between small farmers and the development of modern agriculture,so as to provide theoretical reference for Jilin Province to formulate agricultural development plan and adjust agricultural policy under the new situation.Meanwhile,it has important guiding significance for all kinds of small farmers engaged in agricultural production to change their management ideas,expand their management ways and participate in the construction of agricultural modernization effectively.Based on the theory of connotation evolution of smallholder,this paper classifies the smallholder in Jilin Province,and analyses the present situation of agricultural production in Jilin Province from the aspects of operation scale,agricultural machinery input and labor force status.On this basis,by using Delphi method and expert opinions,the evaluation index system of organic connection between small-scale farmers and modern agriculture in Jilin Province was established.The data obtained from questionnaire survey were used to analyze the organic connection between small-scale farmers and modern agriculture in Jilin Province.The results showed that the organic connection between small-scale farmers and modern agriculture accounted for 4.3% of the total sample,and the total number of farmers from the investigated area was 4.3%.In general,small farmers in Jilin Province have not realized the organic connection with modern agriculture.The factors that restrict the convergence of the organic connection between small farmers and the development of modern agriculture: the contradiction between the scale of operation and the production of agricultural machinery;the imperfection of agricultural infrastructure;the incompatibility between the quality of labor force and the requirements of modern agriculture;the imperfection of market mechanism;and the restriction of funds and technology.According to the current characteristics of agricultural development in Jilin Province,we should foster intermediary service organizations,farmers' cooperative organizations,leading enterprise organization,technology extension organizations and farmers' cultivation organizations to promote the organic connection between small farmers and modern agriculture in Jilin Province.Finally,the paper puts forward the following suggestions: continuously promoting the transfer of small farmers to cities;improving the large-scale production of land;improving the level of agricultural socialization services;promoting the integration of rural industries;providing diversified financial support;setting up preferential policies to support farmers.
