Fisheries resource is one significant part of natural resources,which is an important source of mankind food and also provides us for good protein, employment , entertainment, economic benefits and social welfare.Along with the over fishing, pollution in fishing waters, population rising rapidly, and etc., sustainable utilization of fisheries resource is the core element of sustainable development in fisheries,and sustainable utilization measurement of fisheries resource has become a common topic in fisheries too.Based on the analyses of the theory of sustainable development and ecological footprint index, according to the characteristics, supply of fisheries resource, population development and consumption model in fisheries, it is brought forward the ecological footprint index in fisheries for measuring the degree of sustainable utilization of fisheries resource from both theory and practice, in order to provide a strategic decision for sustainable development of fisheries.Analyzes the background, development and advances in the theory of sustainable development firstly arouses the understanding for the concept of development.
