Ecosystem scientific management is an efficient approach to resolve the contradiction between global environment and development, to promote the harmonious development between human being and nature, as is also a basic demand of Scientific Development View which the Sixth and third Conference of Chinese Communist Party has brought forward clearly. Ecosystem service function and its value and eco-compensation mechanism are the core issues of ecosystem scientific management.Riverhead areas have an especial status and Very important function in ecological, economical and social development in China. Combined with the demonstration analysis and case study of Dongjiang Riverhead Area, the paper has analyzed the ecosystem connotation, structure, service function and its value of riverhead areas, probed the eco-compensation mechanism of drainage basin, explored the sustainable development plan of riverhead areas ecosystem as inside restriction mechanism that its aim is best ecosystem services value. All of results is to offer the theoretic direction and the uses for reference to the protection, recovery and reconstruction of the riverhead areas ecosystem in China.Guided by the theory of sustainable development, ecology, eco-economy, resource and environment economy, system analysis and management science, the paper has applied the following methodologies of document collection, data analysis, survey of spot, statistical analysis, main component analysis, element analysis and model correlation analysis. Combining with the methodologies of resourse and environment value evaluation such as market value evaluation, chance cost analysis, substitute analysis, charge payout and carbon tax, the paper has carried out by combining normal research with demonstration analysis, combining the qualitative analysis with quantitative analysis and combining the model analysis with comprenhensive appraisal. The paper has arrived at the Following results and conclusions:1. Determined the concept of the riverhead areas. Opened out the ecosystem connotation, characteristics, structure and function of the riverhead areas ecosystem as social, economic and natural Complex ecosystem. Opened out the basic ecosystem kinds and main eco-services function of the riverhead areas.2. The paper has theoretically analyzed and demonstrated the existence of the ecosystem services value about riverhead areas, opened out the characteristics and three main affecting factors of the ecosystem services value about riverhead areas, put forward the system of the ecosystem services value of the rierhead areas and its evaluating method system.3. 8 kinds of service function value of 3 kinds of main ecosystem—woodland, farmland, fiver and reservoir of the Dongjiang Riverhead Area were calculated. The total value of the ecosystem services is about 81×10~8 yuan/a, which is about 4.11 times of Dongjiang Riverhead Area GDP in 2004. The ecosystem services value of unit area is separately about the 4.2 and 4.3 times of World and China. The indirect economy value is the 18.2 times of the direct economy value.4. The framework of eco-compensation system of riverhead areas has been showed in the paper, and hereby the plan and implementing countermeasure of ecocompensation system of Dongjiang Riverhead Area has been put forward.5. The paper has also put forward the sustainable development plan of Dongjiang Riverhead Area ecosystem as inside restriction mechanism that its aim is best ecosystem services value. The following sustainabie management countermeasure suggestions show in the paper: (1) To adjust the land use structure and industry structure of Dongjiang Riverhead Area, to optimize its ecosystem, services value, ensure sustainable, efficient and quick development of economy and society. (2) To establish and perfect policy and law system that its core contents are ecocompensation mechanism. (3) To protect and recover forest ecosystem of Dongjiang Riverhead Area so as to strengthen the ability of riverhead selfrestraint and the function of water and soil maintenance. (4) To strengthen the prevention and cure of water pollution so as to make river and reservoir water quatity reaching to country's standard. (5) According to the circle-economy therory, eco-agriculture such as "pig-biogas-fruit" model should be energetically developed.
