Mining areas refer to such communities that develop around a certain kind ofmineral resources in the process of economic production, then establish the counterproduction service industry as well as the workers and their families’ life service areas,radiating to form certain limits with administrative functions and economic functions.Serious ecological destruction, resource waste and environmental pollution have beencaused during the development and utilization of the mineral resources, which poses agreat threat to the economic development of mining area. It is urgent to introduce theecological compensation mechanism to the ecological environment protection ofmining areas so as to build a better mining area ecological compensation mechanismand the determination of the ecological compensation standard is the core issue ofestablishment of ecological compensation mechanism.This article takes typical mining area--Lanping lead-zinc mine in Yunnanprovince as an example and LanPing County as evaluation unit, adopting thecomprehensive index method to evaluate the ecosystem service function of the miningarea of the year2006,2008and2010respectively, combined with yearbooks ofLanping and field survey data. Compensation standards and mechanisms are proposedin terms of the evaluation mentioned above, so as to provide reference for ecologicalrecovery of the Lanping mining area. The results show that:First, ecosystem services of Lanping mining area include the supply of services,regulating services, support services and cultural services. Among them, the supply ofservices include food production, raw materials production; the regulating servicesinclude gas regulation, climate regulation, hydrological regulation and wastetreatment; the Support services mainly include soil conservation and maintenance ofbiological diversity; the Cultural services are mainly the aesthetic landscape effect.Second, ecosystem services evaluation results show that under the veryimportant criteria of the score4, comprehensive evaluation score of the Lanpinmining area ecosystem service is3.874, for the comprehensive evaluation isextremely important that is to say the ecosystem service function is extremely important for Lanping mining area.Third, based on the evaluation of ecosystem services, it is concluded that: totalvalue of the Lanping mining area ecosystem service is12.4122billion yuan in2006;8.461billion yuan in2008and12.9701billion yuan in2010and the ecosystem servicevalue of the year2008is the lowest Among them. the ecological environmentaldistruction is more serious in2006for the unaccess to get water area in2008andserious geological disasters in the years, constant expansion of the mining,extensive production management and the low degree of resources utilization andprocess.Fourth, based on the ecosystem service function of the Lanping mining area,study on the ecological compensation mechanism showed that ecologicalcompensation standard is equal to the area of the mining occupation multiply by34,896yuan. The main bodies of the compensation are the miners, the governmentand the users; the main terms of compensation are the funds compensation,compensation policies, technical compensation, conscious compensation and socialcompensation.The discussion suggests that under the very important criteria of the score4, theLanping mining area ecosystem service comprehensive evaluation score is3.874, thecomprehensive evaluation is very important. It indicats that the ecologicalcompensation standard that based on the evaluation function of ecosystem service canreflect the mining area ecological value, the compensation standard: compensationamount of each mining areas=standards of each mining areas multiply by34,896yuan.
