Evaluation And Countermeasure Of High Quality Development Level Of Wuhan Metropolitan Area County Economy

High-quality development has now become a distinctive theme throughout China’s economic and social development.Counties are connected with cities and villages,and it is important to promote high-quality economic development of counties to promote high-quality economic and social development in China,while the weak county economy is the short board of high-quality development in Hubei Province,and Wuhan Metropolitan Area is an important core of central China and Hubei Province,so it is important to study the high-quality economic development of counties in the city circle as a whole to promote high-quality development of counties in Hubei Province.At present,domestic scholars have done a lot of qualitative and quantitative analysis on high-quality development,and most of the literature focuses on the research of high-quality development at the macro level of the country,province and city,ignoring the discussion and research at the micro level,and often focuses on the determination and analysis of the index system.Based on the new development concept,this paper selects35 counties in Wuhan Metropolitan Area as the study area to analyze the level of high-quality economic development and spatial distribution pattern and agglomeration degree of counties in Wuhan Metropolitan Area.Based on the assessment and evaluation system of high-quality economic development of counties in Hubei province and incorporating the research views of relevant scholars,this paper constructs the index system of high-quality economic development of counties in Wuhan Metropolitan Area from 2016 to 2020,and uses the entropy value method to derive the comprehensive score and the score of each dimension of high-quality economic development of 35 counties in Wuhan Metropolitan Area during 5 years;subsequently,it uses the cluster analysis method to divide the research objects into Finally,spatial regression analysis was used to analyze the spatial distribution pattern and clustering degree of the high quality development level of counties in Wuhan Metropolitan Area.The study shows that(1)in terms of sub-dimensions,the economic differences between Wuhan Metropolitan Area expand in 2017 and 2019,but the overall economic development is generally positive;horizontally,the geographical differences between counties in Wuhan Metropolitan Area are large,and the synergy capacity needs further improvement.Municipal districts as well as county-level cities perform better than other counties due to their relatively better economic foundation,except for green development and shared development.In a comprehensive view,the overall comprehensive development level of Wuhan Metropolitan Area shows a fluctuating upward trend.(2)The 35 counties in Wuhan Metropolitan Area can be divided into three categories by cluster analysis method: the first category is dominated by municipal districts and county-level cities,mainly including 8 counties such as Jiangxia district,Caidian district,Xinzhou district and Huangpi district;the second category mainly includes 13 counties such as Ezhou city,Xiaogan city and county-level cities and municipal districts under Huanggang city;the third category is dominated by counties under Xianning city and Huanggang city,including 14 counties.(3)Combined with the barrier degree diagnostic model,the results show that the most influential on the high-quality development of the three types of counties in Wuhan Metropolitan Area economy are the comprehensive quality and efficiency,coordinated development,and shared development guideline layers.The coordinated development criterion layer hinders the first category of counties the most,comprehensive quality and efficiency and shared development have the greatest impact on the economic development of the second category of counties,while the high-quality economic development of the third category of counties is most influenced by the coordinated development and comprehensive quality and efficiency criterion layers.In terms of hindering factors,urbanization rate,proportion of three industries,total retail sales of social consumer goods per capita,reduction rate of energy consumption per unit of GDP,number of beds in health institutions per 10,000 people and number of health technicians per 10,000 people appear with high frequency and are the main factors affecting the high-quality economic development of counties in Wuhan urban area.(4)From the spatial pattern of high-quality economic development of counties in Wuhan Metropolitan Area,the quality of economic development of counties in the central and western parts of Wuhan Metropolitan Area is higher than that of other regions,and it shows more obvious spatial clustering.In addition,the northeastern,western and southwestern regions perform better in green development.In terms of shared development,the development level of counties in Wuhan Metropolitan Area is characterized by "low in the middle and high in the surroundings".The results of spatial autocorrelation analysis show that the development quality levels of counties in Wuhan Metropolitan Area are significantly positively correlated in spatial distribution and have spatial clustering characteristics,while the western part of Wuhan Metropolitan Area mainly has "high-high" clustering,while the northeastern part has "low-low" clustering.The western part of Wuhan Metropolitan Area is mainly dominated by "high-high" agglomeration,while the northeastern part is dominated by "low-low" agglomeration.Finally,the following measures are proposed to improve the high-quality economic development of counties in Wuhan Metropolitan Area: firstly,we should give full play to the characteristic advantages,make use of the local conditions and reasonably lay out the county industries in Wuhan Metropolitan Area to improve the county economic strength;secondly,we should make up for the shortcomings and weaknesses,continuously improve the level of urbanization,improve public services,promote the common construction and sharing of urban and rural areas,and strengthen ecological protection to improve the quality of county economic development;thirdly,we should strengthen the guarantee of factors to ensure that the policies,capital,talents,etc.are in good condition.The third is to strengthen the guarantee of factors to ensure the interconnection of policies,funds,talents and other factors between counties,thus releasing the development potential of counties.
