| With the continuous renewal and iteration of cities,more and more shanty towns appear in the public eye.In order to improve people’s livelihood and provide social security,the reconstruction of shanty towns has become an important measure in the current social development.Shanty town reconstruction can be divided into two resettlement methods: physical resettlement and monetary resettlement.The two methods have their own advantages and disadvantages.The government departments will change their attitudes towards the two resettlement methods according to different economic stages,but at this stage,the monetary resettlement method is more widely used.This paper takes Zhengzhou City as the research object.The comprehensive performance level of the transformation of the shantytowns in Zhengzhou City is relatively high,and the transformation task can be well completed according to the annual plan.This paper,utilizing data analysis,questionnaire survey,interview and other methods,in conjunction with the Smith process model theory,discovers that the implementation of monetary resettlement for the reconstruction of Zhengzhou’s rundown areas still has issues,from the point of view of the target groups,implementing agencies,and internal policies.The main problems are difficult to implement and complicated follow-up problems,difficult regulation and lagging resettlement policies,difficult capital planning and high resettlement costs.The reasons are mainly due to inadequate publicity and guidance,inadequate policy implementation and imperfect policy system.In brief,the reform of shantytowns is intimately linked to these issues.This paper proposes countermeasures and suggestions for the shantytown reform in Zhengzhou,focusing on the refinement of the monetized resettlement policy system and mechanism,the expansion of fund-raising channels for the monetized resettlement,the intensification of policy publicity,and the establishment of a beneficial environment for policy implementation. |
