China’s economy has entered the stage of high-quality development from the stage of rapid growth.We must constantly create and improve the institutional environment.Creating a good business environment is an important political goal for China to promote high-quality economic development in the new era.Research shows that improving the business environment will significantly promote total factor growth,reduce the dependence of the economy on investment,and directly promote economic growth.Beibu Gulf Urban Agglomeration is an important coastal economic growth area in China.Manufacturing industry is an important growth point of the rapid development of "Beibu Gulf speed".However,the Beibu Gulf urban agglomeration has poor economic development level,backward infrastructure construction,high institutional transaction costs and lack of obvious advantages in enterprise operating costs.Based on this background,it is of great practical significance to deeply explore the action mechanism,influence channels and path optimization of the business environment of Beibu Gulf Urban Agglomeration on the total factor productivity of manufacturing industry,so as to promote the high-quality economic development of the region.Firstly,this paper sorts out and analyzes the relevant literature and theories,and puts forward the impact mechanism of business environment optimization on improving the total factor productivity of manufacturing industry: the business environment may affect the total factor productivity by improving the level of capital inflow and technological innovation ability.Secondly,this paper constructs a business environment evaluation index system including soft environment,market environment,business cost environment,infrastructure environment,ecological environment and international trade and investment environment,calculates the weight of each index by entropy weight method,and calculates and analyzes the business environment of Beibu Gulf Urban Agglomeration from 2008 to 2019;Thirdly,the super efficiency SBM model considering unexpected output and GML index method are used to calculate the total factor productivity of manufacturing industry in Beibu Gulf Urban Agglomeration from 2008 to 2019,and the efficiency decomposition results are sorted and analyzed;Finally,build a panel data model to analyze the impact of business environment optimization on manufacturing total factor productivity,and then test whether the business environment has an impact on manufacturing total factor productivity through capital inflow and technological innovation.The conclusions of this paper are as follows: first,the development level of the northern Bay is not high,and the urban environment is not optimized.Second,the change trend of manufacturing TFP in Beibu Gulf Urban Agglomeration is unstable and the driving force of technological progress is insufficient.Third,the business environment of Beibu Gulf Urban Agglomeration significantly promotes manufacturing TFP and has strong regional heterogeneity.Fourth,the business environment significantly promotes the TFP of manufacturing industry by attracting FDI inflows and improving technological innovation.Based on the above research,the following suggestions are put forward: first,continue to pay attention to the construction of business environment and promote the high-quality development of regional economy.Secondly,we should improve the driving force of technological progress,stabilize the level of technological efficiency,and achieve all factor growth in manufacturing.Thirdly,improve the financing environment and raise the level of capital inflow.Finally,continue to enhance technological innovation and create a good innovation atmosphere.
