The current business environment is highly competitive with many uncertain factors,so it is difficult for the single project management mode to meet the needs of sustainable strategic development of organizations.Project portfolio has gradually evolved into an important mode for modern organizations to carry out multi-project management and maximize the realization of organizational strategic objectives.There are many components in the project portfolio,the relationship between the components is complex,and there are similarities and correlations among the projects,and there is synergy within the project portfolio,which has an important impact on the value creation of the portfolio.However,the existing research has not clarified the mechanism of project portfolio synergy,and has not quantified its effects from the perspective of project portfolio synergy generation,which is not conducive to the collaborative management process in project portfolio practice.In view of this,this study discusses the mechanism of project portfolio collaboration and puts forward its effect measurement method,which provides a reference for enterprises to carry out project portfolio synergistic management.Taking project portfolio collaboration as the research object and aiming at promoting the effect of project portfolio synergistic management,this study carried out research on the mechanism of project portfolio synergy and its effect measurement.Firstly,the sustainable balanced Scorecard is used to determine the composition of organizational strategic objectives,and the portfolio management activities that can achieve these strategic objectives are identified.Then,the causal relationship and feedback relationship of portfolio management activities are analyzed,and the factor flow under the portfolio management activities is identified,and the generation mechanism of portfolio synergy is extracted accordingly.Secondly,the measurement methods of similarity and correlation between homogeneous project portfolio and heterogeneous project organization are presented respectively,and then the measurement model of project portfolio synergy effect based on mechanism analysis results is established,which provides an effective and feasible process and method for project portfolio synergy effect measurement.Finally,a numerical example is used to demonstrate the flow of collaborative generation mechanism analysis and effect measurement,and verify the effectiveness of the proposed project portfolio collaborative effect measurement model.The specific conclusions of this study are as follows: First,portfolio collaboration is generated by the organization through various collaborative management activities within the portfolio.Collaborative management activities enable the internal elements of the portfolio to realize cross-project flow,thus affecting the value creation process of the portfolio,resulting in portfolio collaboration.Secondly,the generation of project portfolio synergy is related to the composition of the project portfolio,and the homogeneity and heterogeneity of the project affect the mode of project portfolio synergy and the transformation process of synergy effect.Finally,the dynamic measurement model of project portfolio synergy built by system dynamics method is an effective tool to evaluate project portfolio synergy.This model realizes effective measurement of project portfolio synergy by quantifying the complex relationship between various elements and management activities in the project portfolio synergy system. |
