Since entering the new century,the Chinese government has adopted a series of laws and strategic plans on resource recycling,including the "Recycling Economy Promotion Law"(2009),"Recycling Development Leading Action" and "Guiding Opinions on Promoting the Construction of Resource Recycling Bases".,Action plan or guidance,aiming to shift the economic development model to a circular economy model,from solely obtaining resources from nature to obtaining resources from waste,forming a pattern of simultaneous development and coexistence of arterial and venous industries.The development of the venous industry is one of the major measures to solve the two major problems of resource shortage and environmental pollution,and has important strategic significance for the establishment of a "two-type" society.The venous industry has become a new growth point for my country's economy,and it has also solved the employment problem of a large number of migrant workers.The venous industry has good economic,environmental and social benefits,and will surely become one of the most potential industries in the 21 st century.The "parking" development model of the vein industry is conducive to the intensive use of land,the intensive treatment and utilization of waste,and large-scale operations.It has played an important role in the development of a circular economy,promoting waste utilization,and accelerating the construction of ecological civilization.Many urban plans have established veins.Industrial parks have gained some experience in development and operation,but there are also synergies such as short industrial chains,lack of industrial links,limited industrial development capabilities,insufficient innovation,inability to keep up with supporting services,inadequate financial support,and weak capital flow capabilities.The issue of reflects the synergy of the four chains of the industrial chain,innovation chain,service chain and capital chain,which deserve attention.The paper constructs a four-chain synergy support system for the development of the vein industrial park,proposes and proves the four-chain synergy paradigm,constructs and verifies the four-chain function evaluation system and the four-chain synergy evaluation system of the vein industrial park,analyzes the four-chain synergy mechanism,and constructs The system dynamics model carries out simulation analysis,constructs and empirically evaluates the coordination degree of policy measures,expands the research field of complex systems,enriches the technical economy and management research methods,and has certain theoretical significance.The paper discusses the dynamic mechanism and synergy of the four-chain coordination system of the vein industrial park industrial chain,innovation chain,service chain,and capital chain.It is a reflection of the practice of General Secretary Xi's "four-chain integration" system innovation concept in the vein industry field.The construction and development provide practical reference on the functions,capabilities,and coordination of the park,and improve the industrial chain,innovation chain,service chain and capital chain functions of the vein industrial park for the park management department,and enhance the industrial development ability,innovation ability,service ability,Fund raising and liquidity capabilities and their synergy,optimizing the venous industry policy measures,and enhancing the synergy and implementation effects of policy measures have practical guiding significance.The paper is titled "Study on the four-chain coordination mechanism of the vein industrial park and its policy effect evaluation",and conducts research from four aspects.(1)Analyze the connotation and relationship of the four chains,propose a four-chain collaboration paradigm for the vein industrial park,demonstrate the scientific nature of the paradigm,and lay a theoretical foundation for further research.(2)Construct function evaluation model and synergy evaluation model,and conduct empirical analysis on the model.(3)Analyze the four-chain synergy mechanism of the vein industrial park,build a four-chain synergy dynamics model,and analyze the impact of industrial policies on the performance of the vein industry through numerical simulation,and provide a reference for finding the optimal policy.(4)Construct the evaluation index and model of the venous industry policy synergy effect,analyze the synergy of venous industry policy measures,and evaluate the impact of policy coordination on industrial performance.The paper may have four aspects of innovation.(1)From the perspective of research,expand from a single venous industrial park industry chain research to a four-chain collaborative support research.Existing research mainly focuses on a single aspect of the vein industry chain,and rarely involves technology and management innovation,supporting service improvement,financial support,etc.,putting the industry chain,innovation chain,service chain and capital chain in a framework to discuss their synergy The researches of ”are even rarer,and the paper impact of the changes of the four chains on the industrial performance is an tentative application of the system dynamics method in the vein industry.(4)Using grounded-theoretical coding methods to code and categorize intravenous industry policy measures,obtain six categories of industry optimization,innovation leadership,finance,service promotion,publicity and guidance,and administrative norms.Policy measures are divided into main measures and auxiliary measures.This method is a new exploration.The paper uses three research methods.(1)The method of combining literature review and field investigation.Through reading a lot of literature on the subject of venous industry,circular economy,resource recycling,and waste recycling,grasp the current situation of domestic and foreign venous industry development,perceive the current hot issues in circular economy research,and determine the academic problems to be solved in this research.Then,he went to the ecological industrial parks in Henan,Jiangsu,Tianjin,Shanxi and other provinces to visit and investigate,and obtained detailed first-hand information for the writing of the paper.(2)The method of combining normative analysis and empirical analysis.The hypothesis of the four-chain collaboration science paradigm of the Venous Industrial Park is proposed and proved,and the evaluation of the four-chain function and the degree of collaboration of the Venous Industrial Park adopts standardized analysis methods.Based on the theory of complex systems,constructing a four-chain collaborative system dynamics model for simulation,and constructing a venous industrial policy measurement model for empirical research are all empirical analysis methods.The policy coding part adopts the classic grounded theory method to carry out layer-by-layer coding and categorization induction and condensing.The policy effect evaluation part adopts the empirical method of econometrics to construct an econometric model to study the impact of policy measures on the policy effect.(3)The method of combining technical economic theory tools with management science theory tools.Waste utilization is a typical technical and economic problem,which requires the use of evaluation theories and methods in technical economics.However,waste utilization is an important part of circular economy and environmental governance.It is a systemic issue that goes beyond the scope of technical and economic theory and requires a more in-depth analysis combined with management science theory tools.The research conclusion includes the following four aspects.(1)The vein industrial park is supported by the industrial chain,innovation chain,service chain and capital chain in the development process.At present,the function of the industrial chain of my country's venous industrial parks is becoming more and more perfect.The venous industrial parks with relatively mature development,large scale and high industrial relevance are easier to achieve intensive management,materials and energy are easier to cascade and fully utilize,and the industrial chain functions are relatively complete.,The cascade utilization of resources and energy,and the intensive utilization of land have achieved initial results.Generally speaking,the functional perfection of the innovation chain is higher than that of the industrial chain,service chain and capital chain.(2)The development environment of my country's venous industry is increasingly optimized.Leading venous companies are developing rapidly,and the development of eco-industrial parks has become a major trend.The innovation of waste resource recovery mode and waste utilization technology innovation has become a powerful driving force for the development of the venous industry and the profitability of park enterprises.However,the poor coordination of the industrial chain,innovation chain,service chain and capital chain is an important factor restricting the development of the vein industrial park,and the weak function of the capital chain is the main factor restricting the development of the vein industrial park.(3)The four-chain synergy of the vein industrial park is mainly reflected in the synergy of the capabilities of the four functional chains.These four functional chains correspond to the four capabilities of industrial development capability,innovation capability,service capability,fund raising and liquidity capability.Each capability can be measured by several indicators to form four capability subsystems,capability subsystems and their measurement The indicators and models constitute the four-chain collaborative evaluation system of the vein industrial park.Research has shown that the orderliness of the industrial development capability subsystem,innovation capability subsystem,service capability subsystem,fund raising and liquidity capability subsystems are all on the rise,while the synergy of the four-chain composite system is in the low range of 0-0.2 The level of stability within.(4)Among China's venous industry policy measures,the four main policy measures are generally effective when used in concert.Innovation leading measures and service promotion measures have played an important role in the coordination of policy measures.When the two main policy measures are used in conjunction with publicity and guidance measures,the impact of the coordinated use of industrial optimization measures,fiscal and financial measures,and publicity and guidance measures on industrial performance will be negative compared with the coordinated use of industrial optimization measures and fiscal and financial measures.The positive effect becomes a positive effect.When the two main policy measures are used in conjunction with administrative norms,the coordinated use of industry optimization measures and innovation-leading measures with administrative norms,and the synergistic use of fiscal and financial measures and service promotion measures with administrative norms have not changed the direction of the effect of the vein industry,But the effect on performance is reduced to varying degrees.
