| A project in B District of T City is located on the north bank of XK river,which is a key water resource created in the "Thirteenth Five-Year Plan" of T City,with JF Road and BD Garden in the east,SXL and BH Railway in the west,SX Road in the south,BH Railway in the north.This project is the core project of B District Branch Park,T City National Independent Innovation Demonstration Zone,and belongs to the category of "building a new park" in B District.The project was originally planned to start work on June 13,2011 and complete the post-evaluation work of the third phase of the project on January 11,2016,which lasted 1155 working days,of which the first phase lasted 795 working days,the second phase lasted 615 working days,and the third phase lasted 555 working days.By the end of 2019,the sale has not been completed,only one phase(three in total)has the conditions for the sale,the project progress does not meet the expected standards,and is far from the expected target.Based on the characteristics of this program’s work breakdown structure,a questionnaire is compiled and distributed to the employees from related industries,with different working years and different educational backgrounds.Referring to previous program experience,and analyzing existing problems and the reasons behind them,this thesis elaborates on the progress optimization control of land reserve program in A project,B District,T City by means of critical chain method.Firstly,the network chart of the remaining process arrangement is made and similar case estimation method,expert estimation method and three-time estimation method have been applied to estimate the progress time.Secondly,this thesis suggests a reallocation of the program resources.Specifically,parallel method is used to tackle the problem of resource conflicts and to confirm the uncertain influencing factors on this program.Comprehensive weighting assignment method is also utilized to confirm the weight of each influencing factor so that the program buffering period and buffering capacity could be finalized.After the optimization control of remaining progress,the construction period of phase I of the program is 174 days,21 days ahead of the planned period.The construction period of the phase II is 235 days,50 days ahead of the planned period.The construction period of the phase III is 490 days,65 days ahead of the planned period.Last but not least,project monitoring can be implemented during the buffering period,which not only facilitates the successful implementation of the program,but also provides experience and ideas for the progress control of similar projects in the future. |
