| The regional innovation system has become an important supplement to the national innovation system,and the innovation-driven development strategy,as an important strategic deployment of the country’s economy,continues to play a role in regional and urban development.A regional spatial organization that is expected to become the sixth largest innovative urban agglomeration in the world.In the process of the construction of the scientific and technological innovation community in the Yangtze River Delta,the local governments of the Yangtze River Delta are required to stand in the strategic overall perspective,carry out strategic interactive behaviors,and carry out collaborative innovation.As a direct means for local governments to carry out regional innovation activities,the impact of local fiscal science and technology expenditure on regional innovation performance should be discussed more in order to promote the construction of innovative urban agglomerations and achieve the goal of building a scientific and technological innovation community in the Yangtze River Delta.Taking the Yangtze River Delta urban agglomeration as an example,this paper mainly answers how to improve regional innovation performance and help the construction of innovative urban agglomerations from the perspective of government behavior preference and local fiscal technology expenditure behavior.First,by sorting out relevant literature and constructing a theoretical analysis framework,this paper deeply analyzes the effect mechanism of local fiscal science and technology expenditure on cities within the agglomeration and the urban agglomeration system,and discusses how the local government’s fiscal science and technology expenditure behavior affects regional innovation performance through innovation elements.It emphasizes the innovation synergy that can be achieved by the spatial flow of innovation elements in the urban agglomeration system.Secondly,from the scale of expenditure and the structure of expenditure,it analyzes the local fiscal science and technology expenditure in the Yangtze River Delta urban agglomeration,and combined with the evolution of regional innovation-related policies to discusses the behavioral preferences of local governments and the strategic interaction behaviors surrounding local fiscal science and technology expenditures,and analyzes the existing problems of the local fiscal science and technology expenditure in the Yangtze River Delta urban agglomeration.The DEA-BCC model and the Malmquist index were used to evaluate the innovation performance of 41 cities in the Yangtze River Delta statically and dynamically.Arc GIS was used to visualize the spatial pattern of urban innovation performance in the agglomeration.Then,on the basis of the above analysis,it focuses on the spatial characteristics of the impact mechanism and effect of local fiscal science and technology expenditure on regional innovation performance.Selecting the relevant data of 41 cities in the Yangtze River Delta urban agglomeration from 2007 to 2020 to construct a spatial Durbin model,from the three dimensions of spatial proximity,geographic distance,and socio-economic interaction,it examines the impact of local fiscal science and technology expenditure on regional innovation performance.Conclusions: The innovation performance of the Yangtze River Delta urban agglomeration presents a positive spatial autocorrelation,the spatiotemporal dynamic jump of the local aggregation pattern is generally stable,and the competition of local fiscal science and technology expenditure is an important factor affecting the evolution of the spatial pattern of innovation in the Yangtze River Delta urban agglomeration;The ability of local finance and technology expenditure in the Yangtze River Delta urban agglomeration to improve regional innovation performance is significantly exerted.Both the local effect and the competition effect are positive,and when the geographical and economic factors are comprehensively considered,the competition effect from other regions is higher than the direct effect.The phenomenon of local effect,that is,the "competition for innovation" behavior of local governments around the fiscal expenditure of science and technology can more promote the decision-making of local government’s fiscal science and technology expenditure,and can also promote the improvement of regional innovation performance;local fiscal science and technology expenditures will have a differentiated impact on the innovation performance of cities within the agglomeration,compared with in science and technology corridor cities,the effect of local fiscal science and technology expenditure on innovation performance of non-science and technology corridor cities is more prominent.Finally,this paper puts forward policy recommendations from the following aspects: Implement the stable growth mechanism of local fiscal science and technology expenditure;optimize and adjust the basic research input structure of local fiscal science and technology expenditure;implement policies to optimize the level of fiscal science and technology expenditure in different regions;establish a mechanism for multi-entity joint participation and undertaking of fiscal science and technology expenditure;improve the guidance and evaluation supervision system of local fiscal science and technology expenditure;establish a long-term working mechanism for statistical monitoring of innovation capacity in the Yangtze River Delta region. |
