| The report to the 19 th CPC National Congress put forward the rural revitalization strategy.Under the guidance of the rural revitalization strategy,the protection and tourism development of traditional villages have become an important option.Rural areas,especially traditional villages,can make use of rich tourism and cultural resources to try rural tourism development.In the process of tourism development,the government,especially the local grass-roots government,plays a crucial role.Protecting traditional villages is not only the responsibility of local governments,but also the basis for tourism development and the follow-up driving force for sustainable village development.If the local government performs its duties poorly and leads to the imbalance between the protection of traditional villages and the development of tourism,it will cause great damage to traditional villages,which is not conducive to the protection of traditional villages,nor to the sustainable development of rural tourism.Based on this background,this paper focuses on the performance of local grassroots governments in traditional village protection and tourism development.Fenghuang Village in Jimo District is selected as a case study,and various research methods such as literature research,questionnaire survey and interview are adopted,based on sustainable development theory,new public management theory and government function theory.This paper analyzes the functions of the government in the protection and tourism development of the traditional village of Fenghuang in Jimo District.Besides affirming the achievements of the local government in the protection and tourism development of the traditional village of Fenghuang,it also draws the conclusion that the government is ineffective in the performance of the functions in the protection and tourism development of the traditional village of Fenghuang,such as the organization and planning is not scientific enough,the policy operation and adjustment are insufficient,and the management and publicity channels are narrow.The tourism brand level is low,the supply of financial funds is insufficient,the lack of regular maintenance of infrastructure and other aspects of the deficiencies,need to improve the relevant policy documents,strictly prevent the excessive development of tourism,seriously treat the destructive behavior,strengthen the promotion of cloud tourism,carry out the live broadcast of characteristic cultural tourism products,train professional personnel,improve the quality of public services and other measures.We will enable local governments to better perform their basic functions of organization and planning,market supervision,social management,and public services,and better fulfill the tasks of protecting and developing traditional villages,so as to make outstanding contributions to the rural revitalization strategy. |
