| Agriculture is the foundation of the state,which is solid and peaceful.Since ancient times,agriculture,rural areas and farmers have played an important role in stabilizing China’s economic and social development.However,with the rapid development of urbanization in China,young people from rural areas are more willing to work in big cities,and the continuous migration of labor force to cities leads to more and more idle land in rural areas.The relocation will move the poor people in their hometown together,and the last remaining farmers will leave the land on which they live,and part of the rural land will inevitably be left idle.General Secretary Xi Jinping stressed that "farmland is the lifeblood of grain production and the foundation of the sustainable development of the Chinese nation.How can we ensure that the red line of 1.8 billion mu of arable land will be maintained and that more than 1.4 billion people will have jobs secured?" Therefore,it is of great practical significance to study idle land utilization in inhospitable areas.In the context of poverty alleviation in inhospitable areas,this paper takes the use of idle rural land in the removal area as the research object,summarizes the definition and classification of idle rural land by domestic and foreign scholars,the causes of idle rural land,and the study of countermeasures for the utilization of idle rural land,and takes Xinhua County as the research area.By collecting and consulting relevant literature at home and abroad,conducting field visits and issuing questionnaires,the author aims to find out the current situation,problems and deep-rooted causes of idle rural land in the areas where displaced people move out,and put forward targeted suggestions based on xinhua’s geographical location and resource endowment,so as to consolidate the achievements of poverty alleviation for Xinhua.We will continue to explore and guide new operators to participate in the transfer and large-scale operation of idle land in rural areas.Main research conclusions :(1)at present,there is a widespread problem of idle rural land in inhospitable areas of xinhua county,among which some cultivated land is idle,woodland is basically idle for a long time,and most of the house sites are idle after being demolished and reclaimed.(2)The main reasons for the idle rural land in the emigration area are the long agricultural production distance of the emigration people,the low efficiency of traditional agricultural production,the small number of agricultural production population,the imperfect land transfer policies and measures,and the lack of attention to the rural land management in the emigration area.This study puts forward relevant policy suggestions for revitalizing the use of idle land in rural areas of relocated people at the present stage and a certain period in the future: carry out the confirmation,registration and certification of idle land in rural areas of relocated people,and master the bottom number and characteristics of idle land;Improve the transfer mechanism of idle land,explore the separation of ownership,qualification and use rights of homestead,release contracted land management rights and use rights of homestead,and support and guide new business entities to participate in land transfer and large-scale operation.We should adapt measures to local conditions,rely on newly developed local resources,vigorously develop industries with local characteristics,and promote the integrated development of primary,secondary and tertiary industries in rural areas.Vigorously cultivate a new type of professional farmers who love agriculture,understand technology and are good at management;We will improve follow-up land policies and supporting measures,clarify the main responsibility for the revitalization of idle land,and effectively link it with the policies of the rural revitalization strategy.Comprehensive publicity and mobilization,change the relocation of the people’s ideas,strengthen the relocation of rural idle land use of the degree of attention. |
