Study On Comprehensive Evaluation Of Operating Environment Of Family Farm In Hunan Province

Family farm,as an important part of the new agricultural management subject,is an important push to achieve agricultural modernization.In 2021,the CPC Central Committee and The State Council stated in the "Opinions on Comprehensively Promoting Rural Revitalization and Accelerating Agricultural and Rural Modernization" that "family farm cultivation plan should be implemented to cultivate large-scale agricultural operators into dynamic family farms".The No.1 document of the Central Committee has been concerned with the cultivation and development of new agricultural business entities for eight consecutive years.According to the Ministry of Agriculture and Rural Affairs,by the end of2020,more than 3 million family farms had been registered in the system,a more than20-fold increase from 2013.While the number is surging,how to achieve high-quality development of family farms is particularly prominent.With the development of modern agriculture and the gradual promotion of rural revitalization strategy,the operating environment of family farm is constantly optimized.However,due to the different economic development level and resource endowment in different regions,the development of family farm in China is not completely compatible with its operating environment.The operation environment is the key to the survival and development of family farm.Only by correctly handling the relationship between farm and environment can we realize the high-quality development of farm and ensure the increase of farmers’ income.Based on the contingency theory,the theory of factors of production and the theory of enterprise ecology,and on the basis of the full study of domestic and foreign literature,the connotation,characteristics and external environment of family farm,starting from the factor environment and ecological environment,The design includes 6 dimensions of land factor environment,capital factor environment and labor factor environment,natural ecological environment,economic ecological environment and social ecological environment,and 28 specific indicators of the evaluation system.Then according to the survey data of the family farm in hunan province in 2021,using entropy and TOPSIS model for the evaluation index gives the objective weight,evaluating the comprehensive index of the operating environment of the family farm in hunan province,and from the angles of environmental differences and regional differences of farm management environment were analyzed,finally calculates the operating environment barrier factor criterion layer and index layer.The purpose is to comprehensively analyze and evaluate the advantages and disadvantages of the operating environment of family farm,which has important reference significance for farmers to grasp the development prospect of the farm,adjust the operating mode reasonably,and for local governments to formulate supportive policies and optimize the operating environment.The results show that :(1)The operating environment of family farms in hunan province is general,and the operating environment of the four regions is ranked in the order of central hunan,north hunan,south hunan and west hunan.(2)Land factor environment,labor factor environment and capital factor environment rank the top three obstacle factors influencing the operating environment of family farms in Hunan Province.(3)The top six obstacles affecting the operating environment index of family farms in Hunan province are the average educational level of farm members,land transfer mode,land transfer price,land transfer period,loan difficulty and transfer contract signing form.In view of this,it is suggested that relevant departments formulate relevant support policies according to the actual situation of the region to further improve the operating environment and enhance the profitability of family farms.
