Study On Risk Prevention Of Farmland Circulation In Anxiang County

Agricultural land circulation is an important starting point to realize the intensive and large-scale development of agriculture,plays an important role in solving the "three rural issues",and is the key to realize the revitalization of rural industry.The government of Anxiang County actively promotes the circulation of agricultural land,promotes the large-scale development of industry,and effectively promotes the revitalization of local industries.This paper takes Anxiang County in Hunan Province as the research object for empirical analysis,which has a certain practical significance for other similar areas to prevent the risk of agricultural land transfer.This paper takes the practice of rural land circulation in Anxiang County as an example,with the help of land property rights theory,scale economy theory,risk management theory and other related theories,using text analysis and case study method to obtain the list of risk factors of rural land circulation in Anxiang County,and using AHP to evaluate the five types of risks and their sub-risks,including political risk,social risk,economic risk,ecological risk and legal risk.The results show that the economic risk is the highest,followed by legal risk,political risk,social risk and ecological risk.In the process of farmland circulation in Anxiang County,it is necessary to focus on the prevention of economic risks and legal risks,and the sub-risks should be highly concerned,and the political risks,social risks,ecological risks and their sub-risks should be properly concerned.In order to effectively prevent the risk of rural land circulation in Anxiang County,this paper proposes that we should build a government-led,market-determined,farmer-oriented risk prevention system,and establish a risk early warning and investigation mechanism of rural land circulation,so as to promote the healthy,orderly and efficient land circulation in Anxiang County.
