The "three rural issues" are fundamental issues related to the national economy and the people’s livelihood,as well as issues facing the goal of building an agricultural power.The rural revitalization strategy proposed at the 19 th National Congress of the Communist Party of China points out the direction for effectively solving the "three rural issues" in China.The rural revitalization strategy is an important strategic deployment in China,which focuses on urban and rural development and modernization throughout the country to meet the needs of farmers for a better life.At the same time,strengthen the financial service capabilities of rural revitalization work,implement rural revitalization strategies,and promote rural economic development.Due to high credit and transaction costs,the development of the rural economy is restricted.In recent years,the insufficient supply of rural financial resources and the shortage of funds for "agriculture,rural areas,and farmers" in China have affected the development of rural revitalization work.In this context,this article studies the customer risk assessment of S Agricultural Guarantee Company(hereinafter referred to as "S Agricultural Guarantee Company"),which is conducive to reducing customer risk for S Agricultural Guarantee Company and also conducive to the healthy development of S Agricultural Guarantee Company.This article takes the customer risk evaluation of S Nongdan Company as the research object,focusing on analyzing the problems existing in the existing customer risk evaluation system of S Nongdan Company.It uses the literature method and analytic hierarchy process to determine customer risk evaluation indicators,and establishes a customer risk evaluation indicator system,including customer basic information,customer moral hazard,customer counter guarantee measures,customer financial status,customer business status The six primary indicators of customer risk resistance are divided into 24 secondary indicators,including age,education background,marital status,health level,operating years,credit investigation status,court judgment records,economic punishment records,income,assets,expenses,liabilities,other borrowing conditions,collateral value and liquidity,financial status of natural person guarantees,financial status of enterprise guarantees Product quality and production status,sales status,profitability,cash flow status,operational status,natural risks,market risks,and technical risks.Establish a judgment matrix for customer risk evaluation indicators through expert scoring,determine the weight of customer risk evaluation indicators,and explain the scoring criteria for the indicators.Next,this article sets the risk evaluation criteria into four levels,namely,"high quality","prudent consideration","consideration",and "rejection".This article selects a farmer from S Nongdan Company to evaluate using the above evaluation indicators.The results show that the evaluation index system constructed in this thesis,has certain practicality.Finally,this article puts forward relevant improvement suggestions for the existing problems in customer risk management of S Agricultural Insurance Company.In the context of rural revitalization,studying the customer risk issues of S Agricultural Guarantee Company can not only promote the development of "agriculture,rural areas,and farmers",but also effectively reduce customer risk and promote the transformation and development of the company.Finally,this article proposes optimization suggestions that combine customer risk management with digital transformation,in order to reduce or avoid the occurrence of risks from the source when S Agricultural Insurance Company handles the guarantee business involving the primary,secondary,and tertiary industries related to agriculture.The research in this article can also provide some reference ideas for customer risk assessment and management of other provincial policy agricultural guarantee companies.
