As a special form of rural tourism, ethnic village tourism not only meets people’s spiritual and cultural growth needs, but also brings new possibilities for the development of ethnic areas. It has gradually become an important channel to help ethnic areas overcome poverty and embark on the path of rural revitalization. In the process of developing ethnic village tourism,as the main body of ethnic village tourism, the participation of village residents plays a crucial role in the development of ethnic village tourism. The participation of low-income residents,as a special subject of ethnic villages,is directly related to the effectiveness of poverty alleviation and the effective implementation of rural revitalization strategies in ethnic villages. Therefore,in the process of tourism development in ethnic villages, exploring the behavior and intention of low-income residents to participate in tourism development plays a crucial role and significance in promoting the self-development of low-income residents and effectively connecting poverty alleviation and rural revitalization in ethnic areas.Taking Chengyang Bazhai of Dong village,Sanjiang,Liuzhou,Guangxi,as an example, this paper, based on the structural model of theory of planned behavior, focuses on five aspects: behavior intention, subjective norms, perceived behavior control, behavior attitude, and past behavior, and according to the maturity scale of previous research, builds a relationship model among the factors that affect low-income residents’ behavior intention to participate in tourism development,so as to explore low-income residents’ intention and behavior to participate in tourism development in ethnic villages.A formal survey was conducted in three administrative villages in Chengyang Ba Zhai, totaling eight villages.Through questionnaires and interviews with respondents and village leaders,407 questionnaires were effectively collected and analyzed. The research results showed that the subjective norms, perceived behavioral control, past behavior, and behavioral attitudes of low-income residents in ethnic villages have a direct positive impact on their behavioral intentions to participate in tourism development; At the same time, the behavioral attitudes of low-income residents in ethnic villages play a mediating role in the process of perceived behavior control and past behavior intention to participate in tourism development, while subjective norms do not reflect a mediating role in the process of behavioral intention to participate in tourism development.Based on the research results and combined with the actual investigation situation,in order to further promote the participation of low-income residents in local tourism development and achieve improved quality and income, the following suggestions are proposed:(1)play the official leading planning role, and encourage participation in tourism development to be implemented;(2)Fully utilize scenic resources and maximize the characteristics of each village;(3)Strengthen the radiation effect of core areas and drive the development of long-distance village tourism;(4)Pay attention to talent cultivation and establish a stable talent system for tourism development;(5)Pay attention to the inheritance and integration of cultural content, and empower with technological means;(6)Improve tourism development policies and systems, lead residents to common prosperity.
