Research On The Strategy Of Green Transformation Of Agriculture In Shanghai Under The Concept Of Green Development

Since ancient times,agriculture has been the foundation of the national economy.In recent years,China’s agricultural economic aggregate has been steadily increased by relying on the massive use of chemical fertilizers,pesticides and other inputs,but it has led to the deterioration of water and soil resources.In order to solve the problem of ecological environment deterioration,China has put forward the concept of green development,and the extensive management of traditional agriculture has ushered in green innovation.After that,China will issue a series of policies every year to promote the green transformation of agriculture.Under the concept of green development,Shanghai has gradually formed its own unique working mode in exploring the development of urban agriculture: promoting the rural revitalization of Shanghai’s agriculture by building a "green garden" project."Green garden" is based on green modernization and aims to build a modern management system,aiming at solving the problems of agricultural development in Shanghai.Thanks to the construction of the "Green Garden" project,Shanghai has achieved fruitful results in exploring the path of agricultural green transformation in recent years.All agricultural green evaluation indicators are at the national leading level.In addition,Shanghai has basically completed the land transfer work,and the new agricultural operation entities supported by the state have become the main force of agricultural production activities in Shanghai.Therefore,this paper selects Shanghai as the research area to study the prominent problems and countermeasures that grass-roots farmers’ cadres encountered in the work at the government level in the process of green transformation of agriculture in Shanghai,as well as the influencing factors and improvement measures of the green transformation willingness of new agricultural operators at the production end.It is expected to promote the green transformation of agriculture in Shanghai and provide reference for other regions.This paper uses the method of literature analysis to analyze the current situation of agricultural green transformation in Shanghai.By means of field investigation,in-depth interview,questionnaire survey and other methods,the outstanding problems and causes encountered by grass-roots agricultural cadres in promoting agricultural green transformation were extracted.The questionnaire survey method is used to investigate the green transformation intention of new agricultural operators,and the orderly logistic model is used to process the questionnaire data to find out the influencing factors of the green transformation intention of new agricultural operators.Finally,through the coordination of qualitative research at the government end and quantitative research at the production end,the countermeasures and suggestions for promoting the green transformation of agriculture in Shanghai were found.In the qualitative study of the government,it is found that Shanghai has achieved fruitful results in promoting the agricultural green transformation,and all agricultural green indicators are far higher than the national average.However,grass-roots agricultural cadres have also encountered a series of outstanding problems in promoting the agricultural green transformation,such as the planned area index of vegetable industry is difficult to achieve,the implementation of agricultural financial subsidy policy becomes more difficult,the difficulty in achieving the quantitative reduction indicators of agricultural inputs,the bottleneck in the utilization of agricultural waste resources and so on.In the quantitative research on the production side,it is found that the influencing factors of the green transformation intention of the new agricultural operators in Shanghai are as follows: First,the perception of economic benefits and ecological benefits can effectively drive the green transformation intention of the new agricultural operators;The second is that environmental regulation plays a role in promoting the green transformation intention of new agricultural operators,but there is a phenomenon of relative institutional failure,and only guiding regulation and restraining regulation play a significant role in promoting.Third,the synergy of ecological benefit perception and environmental regulation can promote the green transformation intention of new agricultural operators,especially the synergy of ecological benefit perception and guidance regulation,and the synergy of ecological benefit perception and constraint regulation.To sum up,this paper proposes that Shanghai should promote the healthy development of the vegetable industry,optimize the agricultural subsidy policy details,rationalize the application indicators of agricultural inputs,optimize the utilization of waste resources,promote the green certification of agricultural products through multiple channels,expand the market of green agricultural products on the demand side,comprehensively strengthen the support of folk breeding,improve the quality of agricultural products,improve the brand image of regional public agricultural products,strengthen the development of the secondary industry,and increase the support of leisure agriculture;To improve the willingness of new agricultural operators to green transformation in Shanghai,it is proposed to strengthen the new agricultural operators’ perception of the benefits of green transformation,strengthen the guidance/restraint of regulation,adjust the incentive regulation method,and promote the synergy of environmental regulation and ecological benefit perception.
