strategy,which provides a clear direction for the development of rural revitalization.Against the background that China’s social economy has entered a new normal and agricultural and rural development has entered a new stage,the Party Central Committee and the State Council have made a major strategic decision to promote the integrated development of one,two,three industries in rural areas.The core issue of realizing rural revitalization is the prosperity of industry.Through the integration of rural one,two and three industries,the industrial structure of agriculture and rural areas can be optimized,which is also an important grasp to realize the prosperity of industry.Only when the industry thrives,it can provide a solid material foundation and guarantee for the revitalization of other fields,thus realizing the all-round revitalization and comprehensive revitalization of the countryside.In recent years,the Luzhou Municipal Government has responded to the national call,introduced a series of policies to support the integration of the three rural industries and actively promoted the development of rural industries,which has achieved certain results.With the needs of modern agricultural development,the new problem faced at present is how to combine the resource advantages in the region and accelerate the interpenetration of one,two and three industries,so as to achieve the deep integration among the three industries.This paper analyzes the basic situation of rural economic development and rural primary,secondary and tertiary industries in Luzhou as follows: In summary,the development situation of primary industries in Luzhou has maintained a good trend of overall stability and steady progress.Among them,glutinous red sorghum is planted in 77 townships in 5 counties and districts in Luzhou,with a statistical planting face value of 2021 reaching 297,000 mu and a total output of 81,675 tons,which is a good development trend as a special industry in Luzhou.The second industry to create the industrial chain gathered into the park above the scale of agricultural processing enterprises 30,the current Luzhou processing industry agricultural modern park is increasing,processing industry development is beginning to bear fruit.The annual value added of the service industry is 95.541 billion yuan,an increase of 9.5% over the previous year,accounting for 39.7% of the regional gross domestic product(GDP),pulling the regional gross domestic product(GDP)growth of 3.8percentage points.Luzhou City service tourism development gradually on track,rural tourism,leisure agriculture,industrial integration of the development of the main body has been increasing,the integration of rural one,two and three industries have begun to take effect.Summarize the main four types of integrated development of rural one,two and three industries in Luzhou,which are:The first agricultural industry chain extension type.Luzhou Laojiao has implemented the "leading enterprise + professional cooperative + base + farmers" business model to create a glutinous red sorghum base in southern Sichuan from the first industry,which will boost agricultural development and farmers’ income;extend to the second industry to create a whole industry chain park centered on liquor manufacturing;extend to the third industry to create a liquor park with Luzhou’s regional characteristics;and create a tourism integration project to promote leisure agriculture,tourism,and other industries.The project will be extended to the tertiary industry to create a wine fusion project with exclusive regional characteristics of Luzhou and promote the development of leisure agriculture and rural tourism.Second technology penetration type.The development of agricultural Internet of Things(Io T),Luzhou City Agricultural Park has established dozens of agricultural Io T demonstration bases,while improving the quality and safety traceability system for agricultural products.The third agricultural multi-functional expansion type.By introducing Shandong Shouguang Vegetable Industry Group,Luzhou City has created modern agricultural demonstration parks,while launching dozens of rural tourism brands,forming a unique rural tourism business model and successively solving the employment problem of thousands of people in rural areas.The fourth type of combined farming is the pig manure recycling project in the Luxian Farming Cycle Demonstration Park and the "pig and tea alliance" in Bajiaocang Village,for example,which create a recycling model in which the waste from farming and breeding in rural areas is used as a resource to achieve the goal of ecological recycling agriculture development.In this context,it is pointed out that there are several problems in the integration development of rural one,two,three industries in Luzhou,such as the low level of integration development of rural one,two,three industries,the weak driving ability of the operating body,the loose linkage of interests,the imperfect construction of infrastructure,the lack of factors to promote industrial integration,and the weak multifunctionality of agriculture.At the same time,through the analysis of successful cases of integration development of rural one,two and three industries at home and abroad,the "six industrialization" in Japan,the new village movement in Korea,the integrated development of agriculture and tourism in France,the high technology content and land intensive agricultural development mode in the Netherlands and the integration development of the whole industry chain of orchids in Taiwan,the processing of Taiwan pineapples,and the integration of production and marketing industries.The successful experience is drawn from the cases of Taiwan’s orchid industry chain integration,Taiwan’s pineapple processing and marketing industry integration,Pujiang County’s plantation-based,industry-academia-research combination model,and Neijiang City’s "agriculture + n" model.On this basis,we propose to accelerate the cultivation of new agricultural business entities,play the leading role of leading enterprises,extend the industrial chain,develop the deep processing of agricultural products,give full play to agricultural multi-functionality,vigorously develop leisure agriculture and special rural tourism,establish and improve the benefit linkage mechanism,strengthen infrastructure construction,improve the rate of land transfer,strengthen the introduction of talents and broaden financial
