| The healthy development of agricultural economy is an important guarantee for rural revitalization,and also an important component of rural revitalization in the new era.In the context of rural revitalization,all parts of the country have fully exploited and utilized existing agricultural development resources in accordance with local conditions.After a long period of exploration and development,the agricultural economic development model of Weihai City has initially acquired a certain economic scale and regional characteristics,and is playing an increasingly important role in increasing farmers’ employment and enriching the local economic model.In recent years,the national economy has entered a new normal,and under the influence of the COVID-19 epidemic,many small enterprises are facing problems such as shortage of development funds,high financing costs,insufficient innovation motivation,single product structure,single brand building mode,and compressed sales market.On the basis of sorting out and analyzing the current research situation in relevant fields at home and abroad,first of all,the paper focuses on analyzing the major adverse factors for the development of small and medium-sized agricultural enterprises in Weihai’s agricultural economy,such as financial difficulties,insufficient innovation,weak awareness of brand building,and outdated product promotion methods,through the methods of literature,questionnaire,and empirical analysis,At the same time,in combination with the social responsibility of government public services under the new situation,based on the development theory of small and medium-sized enterprises and the life cycle development theory,the public service function played by the government in the development of enterprises has injected new vitality into the rapid growth of enterprises in the new economic model and the local economic development.Secondly,this paper takes a case study of an enterprise contacted in work,using a combination of empirical analysis and an example of a key agricultural economy enterprise in Weihai City,which is engaged in the development of agricultural economic resources such as farming,animal husbandry,agricultural tourism development,and deep processing of milk.It analyzes that under the current market environment,the enterprise is struggling with lack of development funds,brand construction is hindered,and market share is not increasing.The government has given full play to its public service functions and adopted financing,loan assistance,financial relief,brand declaration,brand building,promotion and promotion measures to assist the enterprise in its development.Under the stimulation of the government’s financial policies,enterprises have achieved some growth in the early stages of development,but many enterprises have not grasped the short-term development opportunities,and their sustained growth is insufficient.Thirdly,by means of questionnaires,the thesis conducted targeted questionnaires for a total of 100 local residents around the gathering area of Nanhai New Area in Weihai City,200 employees of surrounding agriculture-related enterprises,20 local management personnel of Nanhai New Area,and tourism visitors of Nanhai New Area,respectively,to analyze the possible advantages and disadvantages of relevant personnel in the development process of agriculture-related enterprises;At the same time,find,summarize,and analyze the causes of insufficient issues in the development process of the enterprise;Finally,it focuses on analyzing the periodic changes in government assistance policies,the contradiction between policy discontinuity and long-term needs of enterprises,the weak awareness of brand building,insufficient innovative ability,and insufficient product marketing innovation of enterprises.From the perspective of government’s new public service,it is proposed that the government further improve the construction of enterprise credit investigation and credit system,and help enterprises achieve better financing.With external assistance,enterprises should also increase their innovative investment,accelerate industrial upgrading and transformation,increase brand building and market promotion.The paper has certain practicality and realism. |
