| Now,Chinese economy development has entered the stage of high-quality development.The High Quality Development has put forward higher request to the population and the industry bearing capacity of the urban construction land.This requires local governments to strengthen the supervision of land use,regulation Invigorate the inefficient urban land,improve the efficiency and efficiency of land use and promote the adjustment of regional industrial structure.Nanjing government has actively responded to the call of the Central Government of China and Jiangsu Province governments to actively explore the role of pilot cities in the re-development of inefficient urban land,tap the potential of the inventory,vertical and compound land use for raise the land use rate.The paper takes the inefficient urban land re-development project of Huadian science and Technology Park ——first-phase project of Nanjing Huadian science and Technology Park as an example,and focus on the way of inefficient urban land redevelopment.The purpose of this paper is to discuss the theoretical and practical experience of the redevelopment of inefficient urban land in the context of saving and intensive land use.And enrich the theoretical research and case analysis of inefficient urban land redevelopment,and provide experience support for promoting the inefficient urban land redevelopment.Theoretically,the paper makes a detailed study on the concept,connotationand identification method of inefficient urban land.Based on the analysis of the measures taken to dispose the inefficient urban land in Guangdong,Zhejiang,Sichuan,Shanghai and Jiangsu,the paper puts forward three re-development models: government-leading,enterprise-independent and social capital cooperation.Empirically,the paperanalyzes the background and measures of the first-phase project of Huadian Science and Technology Park.And summarize the effect from the win-win-win situation of economic benefit,social benefit and ecological benefit.The experience includes: First,exploring the new mode of collaborative development betweengovernment and social capital.Second,market-oriented to achieve precise positioning of project redevelopment.Third,promote the green development of project development.On this basis,three inspirations are summarized: First,we should accurate identification of inefficient urban land re-development projects.Second,we should aim at and crack the "short-board elements" of inefficient urban land re-development.Third,we should promote the transformation,upgrading and development of green industry.This paper puts forward four policy suggestions on the implementation of inefficient urban land: First,we should adhere to government planning control and supervision.Second,we should persist in the benefit of land use to guide the optimization of land space and the allocation of industrial factors.Third,we should insist on the simultaneous promotion of economicbenefits,social benefits and ecological civilization construction.Fourth,we should constructe a multi-agent participation mechanism on the basis of coordinate the interests of all parties. |
